Copper River Shared Services is seeking a Facilities Security Officer/Human Resources Business Partner (FSO/HRBP) to support ReconCraft, LLC in Clackamas, OR. The FSO/HRBP will be responsible for overseeing HR activities as well as managing the security program in compliance with government regulations. This role requires daily engagement with program leadership to ensure compliance, operational efficiency, and security program effectiveness.
Responsibilities (include but are not limited to):
- Assist the Human Resources Team in executing HR programs, policies, and procedures to align with Company objectives and overall business strategy.
- Collaborate and partner with ReconCraft Leaders and Line Management on providing HR services in the areas of employee relations, policy interpretation and implementation, organizational structure, workforce development, and performance management to achieve the best possible business solution.
- Administer day-to-day security programs in compliance with 32 CFR Part 117 (National Industrial Security Program Operating Manual (NISPOM)), personnel processing, program reviews, security plans, training, document control system, audits & self-inspections, violation investigations & reports, visit certifications, etc.
- Provide direction and guidance in HR regulatory matters related to day-to-day management of employees, minimizing organization risks, and ensuring regulatory compliance.
- Maintain a working knowledge of federal, state and local labor laws for assigned area, and update management on policies/processes as necessary.
- Ensure personnel security requirements are met, create and implement contingency and security plans based on local threats.
- Create an environment of positive employee relations by respecting confidentiality, establishing trust and credibility, being seen by employees and managers as approachable and fair, and balancing business needs with employee needs.
- Ensures the integrity and confidentiality of all Security and HR related information and communications. Assists in documenting, maintaining, and updating Security and HR processes and procedures as needed.
- Provide guidance to employees and recommend modifications to operations policies or procedures.
- Be highly visible and proactive to promote positive employee management practices; establish positive relationships between all members of the workforce, promoting high employee morale, motivation, and an overall culture of trust and engagement.
Essential Job Requirements:
- Clearance:
- Secret or ability to obtain one
- Education:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- High School Diploma and a minimum of 5 years of experience in Industrial Security may be accepted in lieu of a Bachelor’s degree (Security or compliance-related certifications are a plus).
- Required Knowledge/Experience:
- 5+ years of HR experience, preferably in a business partner role.
- 3+ years of experience as a Facility Security Officer or equivalent.
- Must have or be able to obtain and maintain a Secret Security Clearance.
- Government contracting experience Preferred.
- Working knowledge and implementation of 32 CFR Part 117 requirements.
- Strong working knowledge of DISS, NISS, SWFT, and NBIS.
- Understanding of CUI, DFARS, and CMMC compliance.
- Successful completion of FSO training for possessing facilities within 60 days of FSO appointment.
- Solid working knowledge of Microsoft Office applications.
