About the role

Savantage Solutions is seeking a Federal Financial Management System Analyst to join our onsite federal support team. This is a growth-track role built for an early-career accounting professional ready to move beyond traditional financial operations into AI-assisted research, self-service data analysis, and citizen development. You will operate at the intersection of federal financial accounting and modern low-code/AI tooling, independently building reports and queries, validating financial data, and supporting agency stakeholders without routing every request through senior technical staff.

Duties and Responsibilities:

The role is structured around three capability tiers that define both your day-one responsibilities and your 18-month growth trajectory. High performers will advance into senior functional analyst and program support roles.

Tier 1

Federal Accounting Validator — Non-Negotiable Foundation

Day-one requirement. The quality control layer that makes AI-assisted research trustworthy.

  • Interpret query results against federal accounting logic — USSGL account structures, appropriations lifecycle, fund balance with the Treasury
  • Identify when an AI-generated report answer is financially incorrect, incomplete, or misaligned with agency business rules
  • Reconcile financial data across general ledger, sub-ledger, and Treasury reporting systems
  • Support IPAC, GTAS, and CARS/GWA transaction validation and exception research
  • Communicate findings clearly to federal agency stakeholders without senior staff intermediation

Tier 2

AI-Assisted Research Operator — Core of the Role

Primary productivity driver. Eliminates technical staff dependency for data research and reporting.

  • Use AI-assisted query tools to independently build ad-hoc financial reports against the agency ERP database
  • Compose and refine natural language prompts to retrieve accurate financial data; validate outputs before delivery
  • Package and present AI-generated findings in formats suitable for agency financial managers and auditors
  • Identify data anomalies, reconciliation gaps, and trend deviations through self-service analysis
  • Maintain a personal library of validated, reusable prompt templates for common financial research scenarios
  • Document research methodology to support audit trail and repeatability requirements

Tier 3

Citizen Developer — Growth Track (Target: Month 12–18)

  • Expanding role scope. Reduces developer queue load for routine configuration and reporting needs.
  • Configure and modify basic Oracle APEX reports and dashboards using low-code tools and AI assistance
  • Write and validate simple SQL queries with AI-assisted generation; understand output well enough to catch errors
  • Participate in SIT and UAT cycles with sufficient technical literacy to write reproducible defect reports
  • Support requirements documentation and SCR intake for system enhancements
  • Execute basic configuration changes under developer review and approval workflow

Knowledge, Skill, and Abilities:

 The candidate must have:

  • 2–4 years of federal accounting or federal financial management experience
  • Demonstrated understanding of federal appropriations accounting: budget authority, obligations, expenditures, and USSGL account structures
  • Working knowledge of Treasury Financial Manual (TFM) guidance and federal financial reconciliation practices
  • Ability to interpret financial data and identify discrepancies without requiring technical staff support
  • Strong written and verbal communication skills; comfortable presenting findings directly to government stakeholders
  • Intellectual curiosity and demonstrated willingness to learn new tools—AI, low-code platforms, and data analysis environments
  • U.S. citizenship and ability to obtain and maintain a federal security clearance (Public Trust minimum)

Preferred Qualifications

Federal Financial Domain

Direct exposure to IPAC (Intra-Governmental Payment and Collection), GTAS, or CARS/GWA transaction processing

Familiarity with G-Invoicing reimbursable agreement lifecycle (GT&C → Order → Performance → Settlement)

Knowledge of OMB Circular A-123 internal controls or A-136 financial reporting requirements

Experience with payroll, bankcard, or reimbursable activity accounting in a federal agency environment

CPA, CGFM (Certified Government Financial Manager), or CDFM (Certified Defense Financial Manager) certification or active pursuit.
