Job Title: Data Management Lead

Salary: $150,000.00 - $170,000.00; compensation based on years of relevant professional work experience, relevant skill set and educational background plus any professional certifications.

AttainX, Inc. is in search of a Data Management Lead to provide expert leadership and guidance to our federal government client, USCIS, for support data strategy and modernization initiatives. The position will be supporting USCIS's Office of the Chief Data Officer (OCDO) and Office of Performance and Quality (OPQ). In this role, you will be responsible for leading the overall efforts to expand the development, implementation and maintenance of data management standards across the client agency’s current and future systems. This will be accomplished by identifying key strategies, developing and presenting recommendation packages including impact assessments, consulting with external offices as needed, implementing the approved data standards and developing monitoring and reporting capabilities.

Required Qualifications:

• Bachelor’s degree in business administration, information technology, computer science or a related field
• Proven experience in business intelligence and data modernization initiatives
• 5+ years of experience working with developing and managing business intelligence initiatives in collaboration with federal stakeholders and subject matter experts (SMEs)
• 4+ years of experience supporting data strategy, business intelligence and data modernization efforts at USCIS
• Prior experience in leading a diverse team of data analysts and data engineers supporting data modernization efforts

Preferred Qualifications:

• Knowledge of Agile methodologies and federal information technology program delivery practices
• Proven track record in leading business process improvement projects with measurable results
• Understanding of artificial intelligence (AI), automation and process orchestration technologies for federal environments

Duties:

• Provide expert leadership and guidance in performance on our USCIS Data Strategy Support Services (DSSS3) contract.
• Serve as the primary point of contact (POC) for the USCIS division supporting data management initiatives.
• Be responsible for leading the overall development of data governance guidance and practices, data sharing, data standards, data integrity and data security.
• Lead overall technical development of data governance, data sharing, data standards and data quality.
• Lead and drive dashboard and reporting roadmap to meet priorities and outcomes for USCIS data strategy.
• Champion and enable the use of Agile best practices.
• Implement and maintain data governance frameworks, ensuring consistency and quality.
• Identify strategies and present recommendations for data standardization and integration.
• Liaise with external offices to coordinate data efforts across the Department of Homeland Security (DHS) and other federal partners.
• Develop monitor and reporting capabilities to track compliance and effectiveness of data standards.
