Position Summary:

Reporting to the Assistant Vice Chancellor for Human Resources and Labor Relations, the System Director of Labor Relations serves as the Chief Negotiator and chief labor relations strategist for the Connecticut State Colleges & Universities System (CSCU System). The position provides strategic advice, guidance, direction, and representation to the CSCU System in connection with unclassified (faculty and non-teaching professionals) and classified employee labor relations including contract administration and collective bargaining negotiations.

The position develops and maintains extensive and productive relationships with Senior Leadership for the CSCU System, the Board of Regents, campus and institutional HR personnel/administrators, the finance and administration functions, the compliance functions, campus and institutional diversity and equity personnel/administrators, the Compliance Office, Office of the General Counsel, and campus and system office leadership, and all bargaining units.

The position has system wide responsibility, inclusive of all CSCU institutions under the jurisdiction of the Board of Regents, for negotiation and application/interpretation of all Labor Relations issues.

Example of Job Duties:

  • Provides strategic direction and guidance in the delivery and administration of labor relations services to contribute to the effective utilization and management of the CSCU System across all universities, CT State, the system office and Charter Oak.
  • Serves as a lead negotiator, or in conjunction with Labor Counsel and outside counsel, in collective bargaining and the negotiation of labor contracts; develops and directs the research and support for contract administration and negotiations; supervises Labor Relations staff in gathering and analyzing data needed for negotiations with unclassified employee unions and for other labor relations functions; forms and trains negotiation teams on the bargaining process, develops and implements contract proposals at the bargaining table; directs the solicitation of changes and the recommendation of proposals regarding classified contracts in connection with Statewide contract negotiations.
  • Develops, recommends, and implements policies, procedures, and best practices in the effective management of labor and employee relations administration across the CSCU System; develops strategic initiatives to streamline and formalize the delivery of labor relations services.
