This is a full-time position with the Division of Support Enforcement and Recovery, Monday-Friday, located in Rockland, Maine under the supervision of a District Supervisor.  Partial telework schedule with management approval after completing the 6-month promotional probation, based on the operational needs of the Division.  

 

Core Responsibilities:

Financial Resource Specialists (FRS-DSER) will support two key areas of responsibility. The creation of a medical establishment and enforcement unit; and the ongoing assessment of case metrics and development of business tools to address trends in case and program performance. 

The employee is responsible for collection and analysis of technical, demographic and financial information; the calculation of medical support obligations pursuant to statutory and regulatory guidelines; and the identification of health insurance withholding opportunities. This position will make decisions regarding the application of policy, procedures and law while executing the following program requirements: establishment of medical support obligations; enforcement of medical support obligations; distribution and disbursement of child support; calculation of obligations and assignment periods; processing financial tasks. The FRS-DSER position must gather information, analyze facts and apply independent judgment in the execution of their daily work.

Typical duties include, but are not limited to: 

•        From Initial case processing, begin investigation; gather information related to parties' demographics and employment; research and analyze court/administrative child support obligations, availability and cost of health insurance coverage.

•        Determine the need to establish a medical insurance obligation; initiate notification process; manage case through establishment proceedings until resolved.

•        Gather and analyze information to determine if health insurance is available; calculate costs to determine enforcement strategy; issue withholding orders.

•        Provide financial support for field staff; provide expert assistance for problems related to child support payment distributions, disbursements, overpayments and accounting/debt calculations.

•        Ensure obligation and insurance information is entered and maintained within CSEME.

•        Apply federal measures to analyze program data and field activities to identify opportunities for growth; create strategies in cooperation with field staff to create more efficiencies in meeting federal goals.

•        Perform outreach to custodial parents and other service providers regarding the benefits of child support services for families in need of child support collection.

•        Conduct regular financial reviews to maintain compliance and improve effectiveness and proficiency. Complete periodic and ad hoc reports to provide information to agents, supervisors and/or management. Provide support for centralized financial account operations.

•        Provide support for technical systems staff to test and maintain internal training and communication tools.

Minimum Qualifications:

To qualify, you must have a four (4) year combination of education, training, and/or progressively responsible experience performing administrative and/or complex clerical tasks including experience which demonstrates interviewing and data gathering skills as needed to form the basis for judgments in eligibility determinations.
