Your Specific Responsibilities:

This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.  This position reports directly to and communicates frequently with the Environmental Health Director.

STORAGE TANK AND PETROLEUM RESTORATION PROGRAM MANAGEMENT:

 

The employee in this position will be responsible for implementation of all portions of the Petroleum Restoration Program and the Stationary Pollutant Storage Tank Program established and governed by Florida statues and rules.

 

Reviews Stationary Pollutant Storage Tank Facilities contract and conducts annual negotiations with government officials for the management of the Stationary Pollutant Storage Tank Facilities program.  Contracted duties include the technical oversight of all phases of stationary storage tank compliance inspections.  Assures inspection compliance in accordance with FDEP regulations and current task assignments.  Ensures out of compliance inspections are closed within 90 days per FDEP policies.  Meets the task assignment inspection timelines each quarter.

 

Review contractor's installation and closure plans, and monitoring of compliance activities at Stationary Pollutant Storage tank system sites; ensure incident and discharge investigations are conducted in compliance with state regulations; monitor daily performance, conduct performance evaluations, and review correspondence and reports.  Serves as the supervisor for storage tank inspectors and monitors their performance in meeting the goals of the Stationary Pollutant Storage Tank Facilities contract

 

Review and evaluate closure reports, quality assurance plans, environmental audits, contamination assessment reports, and pollutant storage system construction plans. 

 

Perform preliminary discharge site inspections of potential ground water and soil contamination for underground and aboveground storage tanks.

 

Prepare all monthly, quarterly, and yearly status reports for various tanks and petroleum programs and shares them with supervisor and others as requested.

 

Manages the local government contracting for the petroleum restoration program and the storage tanks program in Polk County.

 

Reviews petroleum restoration contracts and works with DOH Legal, the Environmental Health Director and the FDEP program offices to negotiate and change contracts and task assignments.
