The Assistant Director of Human Resources collaborates with internal clients including administrators, supervisors, and employees to provide resources, guidance, and consultative services within human resources areas. This position administers all bargaining unit contracts and plans by providing expert employee and labor relations advice and counsel. This position also provides coordination of plan and contract provisions and benefits and assists with talent recruitment, onboarding and performance management. The Assistant Director of Human Resources works directly with people from diverse racial, ethnic, and socioeconomic backgrounds and fully supports the college’s commitment to equity and inclusion.
- Serve as the HR contact and coordinate the day to day activities of the human resources department. Provide advanced professional HR services concerning all personnel matters, (i.e., labor agreements, employee onboarding, fringe benefits, personnel rules and procedures, affirmative action, staff development, employee appraisal, employee assistance, FMLA, FLSA, tuition waiver and taxation, unemployment, worker’s compensation, Workday, payroll, wage notification, position management, employment verification, garnishments, seniority rosters, etc.) to support administration, faculty and staff, so that questions and issues are dealt with accurately, and in a professional, confidential, and courteous manner. Supervise the maintenance of the college personnel database including Workday, SCUPPS, and SEMA4 records. Collaborate with the HR Service Center staff on all TSM related transactions. Provide training and lead work for the office and HR Technician to ensure that the staff has the necessary information to perform their duties. This includes serving as a resource for the Executive Team by accessing and using confidential data as determined by Minnesota State Statute (M.S.) 13.37.
- Advise supervisors and administrators on the administration of collective bargaining agreements and plans and employment rules, policies and procedures (such as employee performance, discipline, grievances, work schedules, salary progression, bidding/claiming, etc.) so that personnel decisions are made within the context of appropriate guidelines. The incumbent has access and will use documents/data containing labor relations information as defined by M.S. 13.37, including assisting with strike plan preparation.
- Serve as the college expert on organizational and job design, job evaluations/audits, job classifications, compensation and salary placement, final determinations on delegated job classes, FLSA status, and salary rates to ensure employees are placed within the State job structure affirmatively and equitably. Make recommendations on potential organizational changes and maintain the College organizational chart. Serve as the college-wide point of contact for faculty credentialing, salary placement and Teaching and Learning Competency (T&LC) requirements. Coordinate credentialing and salary placement for all new faculty.
- In partnership with human resources colleagues, develop, lead and deliver new hire orientation and assist the VP of Human Resources in developing comprehensive onboarding and professional development training to the faculty, staff and administrators that aligns with the vision of the college (i.e. onboarding, orientation, mandatory training and ongoing staff development). Oversee staff development days and all associated activities so that employees have access to ongoing training opportunities.
- Serve as the college’s Designated Departmental Insurance Representative (DDIR) managing all internal aspects of insurance and retirement benefits so that information on all programs is accurate and readily available.
Salary Range:
$27.82 - $40.82 / hourly; $58,129 - $85,232 / annually
