Position Overview
Under administrative direction of the Chief Financial Officer, performs a broad range of accounting and financial auditing activities leading up to the preparation of fund financial statements and the annual GAAP (Generally Accepted Accounting Principles) reporting process and annual budget preparation. Prepares records, reports and entries in compliance with GAAP.
Essential Functions
- Extracts, quantifies, and compiles dollar amounts, converting from cash to either modified accrual or accrual basis in order to prepare monthly, quarterly, and annual financial reports; prepares written entries to journalize amounts in accordance with GAAP as promulgated by the Comptroller in the Comptrollers' Statewide Accounting Management System Procedures Manual (SAMS) and the SAP Enterprise Resource Planning (ERP) system.
- Prepares monthly, quarterly and other financial reports and reconciliations for internal use or as required by the Comptroller for the funds assigned, including reconciliations of cash, appropriations, expenditures, fixed assets, accounts receivable, accounts payable, lapse period expenditures and other required or assigned financial reports for supervisory or management review.
- Completes Comptroller financial reporting SCO forms (both computerized and manual) for use in the annual GAAP reporting process; enters all adjusting and reclassification entries, and rolls-up and verifies applicable funds applications; prints and assembles fund packages and non-WEDGE SCO forms in a format prescribes by the agency for supervisory and management review.
- Compiles, prepares, enters, reviews and submits the annual Fee Imposition Report to the Illinois Office of the Comptroller.
- Compiles and prepares construction in progress reports for inclusion on quarterly (C-15), Fixed Asset Report filed with the Comptroller.
- Serves as back-up for voucher processing; receives, verifies and prepares invoices; submits vouchers to the Comptroller for payment; performs data entry associated with voucher processing utilizing the State accounting systems SAMS and SAP ERP.
- Serves as primary contact with external and internal auditors and other applicable parties for all financial reporting related matters to answer questions or explain records or the information provided in the GAAP packages or other financial reports.

Minimum Qualifications
- Requires a bachelor's degree in accounting or bachelor's degree other than accounting is acceptable if it includes at least 18 credit hours in accounting courses towards such degree.
- Requires two (2) years' professional experience preparing complete financial statements (balance sheet, income statement, cash flow statement, footnotes) in accordance with Generally Accepted Accounting Principles (GAAP), preferably for governmental types of agencies.
