Job Summary

Under direction of the Director of Personnel the Learning and Development Coordinator will create, promote and foster individual and organizational growth by delivering innovative and diverse training opportunities to support the organization’s commitment to employee development and organizational enrichment. 

Essential Duties and Responsibilities

  • Oversee all functions of the Learning and Development program for the entirety of the organization.
  • Collect and analyze data related to learning initiatives to evaluate their impact and their effectiveness for individual professional development and organizational growth.
  • Create printed and instructional materials to be used in training.
  • In conjunction with the Director of Personnel develop sequenced training plans and programs (internal or external), create professional development opportunities, and establish training schedules for individuals, departments, and the organization.
  • Support the Emergency Management Department through the designing of a strategy to implement and record training compliance for FEMA Independent Study Courses and other training requirements.  
  • Support the Personnel Departments through the designing of a strategy to implement and record training compliance for Sexual Harassment, Discrimination, Diversity, Ethics, Cybersecurity, CPR/AED, Driver Improvement, and other risk or safety related matters. 
  • Gather and evaluate information from employees and management on previous training methods to identify weaknesses and areas that need additional training.
  • Coordinate and market available training opportunities and deliver facilitation or instruction to employees on a variety of topics related to their individual roles and professional development.
  • Create reports for management and department heads that allow for tracking and progress.
  • Identify key skills and knowledge that employees need to be successful in their roles and evaluate data to identify gaps in training to better equip the employee for success
  • Manage the logistics and administrative functions of the Learning Management System. Communicate assigned training to employees, validate submissions, and report compliance to Supervisors, Department Heads, and Assistant County Managers.
  • Coordinate and execute comprehensive onboarding programs, including orientation, training, and resource provision, to ensure successful integration into company culture and workflows
  • During an emergency or crisis situation, this position may be required to be present at the Emergency Operation Center (EOC) to provide assistance while activated.
  • Performs other duties as assigned.

Minimum Requirements

  • Associates Degree in Training & Development, Human Resources, Business, Public Sector or another related field (Required)
  • Minimum Two (2) years’ experience training and/or creating training and development programs within an organization.
  • Valid Florida driver’s license with clean driving record.
  • A High School Diploma or GED equivalent is required.
  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job

Ability to carry out instructions furnished in written, verbal or visual form.

Extensive knowledge of principles and practices of human resources and how training relates to this subject matter area.

Ability to establish and maintain positive working relationships with department staff, County Employees and internal and external agencies.

Ability to analyze and exercise judgement, tact and discretion in applying and interpreting department functions.

Ability to work well under pressure and effectively prioritize competing tasks.

Strong understanding of business and organizational goals.

Capable of working in an individual capacity as well as with a team.
