The Opportunity:
CACI is seeking an experienced, relationship-focused Senior IT Manager, IT Strategy & Planning to serve as the Task Lead for a team of senior enterprise IT strategic analysts. This team provides direct, high-level support to the Army DCS, G-6, Network Command Control Communications, and Computers (C4) Services Integration (NC4SI) Directorate. This is a "Player-Coach" role that requires a leader who excels at balancing strategic customer engagement, hands-on staff work, and team management. You will serve as the primary face of the team to the government customer, building trust and ensuring their strategic intent is translated into actionable, high-quality deliverables. We are looking for a leader who can mentor a team of senior analysts, manage program and corporate administrative duties in partnership with the PMO, and still roll up their sleeves to personally draft a decision brief for a General Officer. This is not an IT operations or helpdesk management role; it is a leadership position centered on strategic advisory, relationship management, and execution in a fast-paced headquarters environment.

Responsibilities:

  • Serve as the primary liaison and trusted advisor to the government customer, building strong relationships and ensuring exceptional service delivery.
  • Lead, mentor, and empower a team of Senior Enterprise IT Strategic Analysts, fostering a culture of excellence, accountability, and proactive problem-solving.
  • Translate customer requirements and strategic intent into clear, actionable tasks for the team, ensuring all deliverables meet the standards of quality, timeliness, and strategic alignment.
  • Manage team performance, including quality assurance, schedule management, and deliverable tracking.
  • Partner directly with the PM and PMO to manage project operations and corporate administrative duties.
  • Oversee and execute team administrative functions, including timecard approval, performance evaluations, compliance tracking, security protocols, and expense reporting.
  • Lead the hiring and onboarding process for new team members, ensuring a seamless integration into the program.
  • Act as a "working manager" by personally performing the duties of an analyst when required.
  • Participate in meetings to capture strategic intent, understand objectives, and help develop courses of action.
  • Draft, refine, and review deliverables, including info papers, executive summaries, and strategic briefings, to ensure they are ready for senior leader consumption.


Qualifications:
Required:

  • An active Secret clearance.
  • Bachelor’s degree or higher in a technical, management, or related field.
  • Minimum of 12 years of DoD-specific experience, with at least 5 years in a formal leadership or management role overseeing direct reports and customer relationships.
  • Proven experience in a government-facing role, with exceptional interpersonal and relationship management skills.
  • Demonstrated experience managing the full scope of team leadership, including performance evaluations, hiring, and administrative oversight.
  • A proven track record of not just delegating, but also personally producing and reviewing polished, finished work products (briefings, papers, etc.) for senior leaders.
  • Exceptional ability to translate technical concepts into clear, actionable insights for senior military leaders (O-6, SES, and above).
  • Deep familiarity with Pentagon/Headquarters processes, Army tasking systems, and staff action package coordination.


Desired:

  • Project Management Professional (PMP) certification.
  • Joint Staff, Army/Service Headquarters, or OSD experience, particularly in roles requiring both team leadership and direct customer engagement.
  • Strong knowledge of ITIL best practices, enterprise architecture, and IT portfolio management.
  • Familiarity with the work produced by strategic analysts, including CONOPS, information papers, executive summaries, and decision briefings.
