Obsidian Solutions Group (OSG) is seeking a Joint Aviation C2 Analyst for the External Elements (EXELMS) section of MSTP to provide support to MEF/MEB-level exercise design, planning, and execution.
The mission of the MSTP is to: Train and Educate Marine Expeditionary Force (MEF) and Marine Expeditionary Brigades (MEB) Command Elements to conduct operations across the range of military operations, within the context of a Joint, Combined, or Coalition environment.
Essential Duties and Responsibilities
- Research operational concepts, plans and conducts analysis of aviation C2 processes and determines theater-specific capabilities for C2 of aviation.
- Produce exercise planning products to include Joint/Combined Air Operations Plans and Concepts of Operation (CONOPS). Engage the training audience (MEF/MEB level) to capture training objectives and ensure their incorporation into the exercise scenario.
- Support all phases of the Joint Exercise Life Cycle (JELC) to enable full-spectrum employment of air power in MSTP-led and supported exercises and wargames.
- Plan for the employment of joint/combined airpower at the tactical and operational levels, and create relevant joint aviation scenarios and exercise products to successfully integrate airpower plans and employment concepts into academic sessions.
- Coach and mentor the training audience up to the O-6 MEF Assistant Chief of Staff level.
- Act as the Air Tasking Order (ATO) Production POC during MSTP-led exercises.
- Participate in the development of scripted, scenario-based Air Operations planning events as part of the Master Scenario Events List (MSEL) designed to generate training audience activity.
- Act as the lead ATO developer/producer as part of the exercise design team. ICW the training audience lead, design the scope and method of training; correlate exercise and training objectives into observable/measurable training activities; determine information exchange requirements.
- Participate in and conducts reviews and structured walk-throughs of exercise design and training events, operation orders and plans, and JTF/component command level battle rhythm events.
- Act as a critical liaison between the simulated AOC and the Higher and Adjacent Headquarters staff.
- Adjust work hours as necessary to support extended work hours in support of 12 to 24-hour continuous operations during events.
- Research operational concepts and plans; conducts analysis of Air Operations intelligence processes, as required.
- Perform role of an event Observer, Trainer, Collector (OTC).
Requirements
- Must have served in ATO Production in a CAOC/AOC/JAOC
- Must be a prior military pilot or navigator/Naval Flight Officer/Electronic Warfare Officer/Electronic Countermeasures Officer.
- Background in planning and executing Joint airpower employment in a Combined Air Operations Center (CAOC), Joint Air Operations Center (JAOC) or Air Force Air and Space Operations Center (AOC).
- Possesses detailed and functional knowledge of the Air Operations planning process and C2 processes and joint doctrine related to air operations.
- Experience writing orders IAW CJCSM 3130.03A, 4 February 2019, Planning and Execution Formats and Guidance and NATO Order format.
- Completion of Intermediate Service School.
- Knowledge of, and operational experience, developing ATO products for the deployment and employment of aviation in Joint/Combined operations.
- Knowledge of and operational experience with military doctrine, tactics, and command relationships at the operational command level.
Desired Skills/Qualifications
- Direct participation in real world operations is desired.
- Recent Active-Duty experience (within 5 years) in an AOC ATO Production role.
- Mid-Senior-Level – Bachelor’s Degree or equivalent w/ 12+ Years Direct Relevant Experience.
- Familiar with developing events to support a Master Scenario Events List (MSEL).
- Proficiency using MS Word, Excel, Adobe, and Outlook skills.
- Strong verbal, written, interpersonal, communication and presentation skills.
