Pluribus Digital partners with our government customers to design, develop, and deliver useful and impactful digital products. We are a hands-on digital services consultancy – part technologists, part change agents, and all heart.  We employ modern best practices in all that we do as we work to solve problems in public health, financial industry regulation, granting citizenship and asylum, and identity and access management.

Role Overview

As a Business Analyst, you will play a key role in supporting the modernization of TTB’s Permits Online (PONL) system as part of the myTTB platform. This effort is focused on delivering modern, scalable digital services to industry members through an agile and DevSecOps-driven software delivery model. In this role, you will translate complex regulatory and operational business needs into clear, actionable technical requirements that support modernization of the permits application and processing experience. You will work closely with product owners, technical leads, architects, testers, and stakeholders across TTB to ensure solutions align with mission objectives, federal SDLC standards, and continuous delivery practices.

The Business Analyst works in close alignment with the Product Team Lead and Product Owners, serving as the primary steward of business and functional requirements while maintaining high-quality backlog management in Jira and supporting Agile ceremonies to promote transparency and collaboration across the delivery team. We’re looking for a proactive, high-energy team player who thrives in a fast-paced modernization environment. Someone who takes ownership, seeks opportunities to add value, and embodies the Pluribus principles will be a great match for this role.

  • Create and maintain detailed story descriptions, acceptance criteria, and traceability to ensure full lifecycle coverage across the SDLC.

  • Collaborate closely with developers, architects, and testers to clarify requirements, refine stories, and resolve blockers.
