ROLE PURPOSE:
The Construction/WASH Coordinator will oversee all functional aspects of construction/WASH related projects across the country office portfolio, from design and procurement to supervision and contributing to reports. Within a challenging environment for the rehabilitations of schools, health centres, WASH facilities and other structural works, this position will demand a highly motivated, detail-oriented individual who will be able to solve challenges as they arise. S/he will be required to improve current systems from knowledge and experience gained through at least 3 – 5 years’ experience in this area. The Construction/WASH Coordinator will report to the Construction/WASH Manager, and will work under his guidance, and in close collaboration with all project and functional leads. He/she will help ensure high quality, safe, and sustainable construction or rehabilitation works in line with SCI, government, and donor standards; and with minimal environmental impact as feasible. As part of SC’s dual mandate, the Construction/WASH Coordinator will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required.

KEY AREAS OF ACCOUNTABILITY:
Needs Assessment, Planning and Budgeting
- Be responsible for technical components of structural needs assessments and participate in the technical assessment of targeted construction/rehabilitations facilities to be rehabilitated and / or constructed for the project identified jointly with program teams through technical feasibility studies, visits, consultations, and engagement with government authorities.
- Oversee the preparation of design technical assessment and bills of quantities for all engineering works required to be rehabilitated/constructed.
- Support new business development by contributing to the development of high-quality concept notes and proposals with construction / rehabilitation components.
Program / Construction / Rehabilitation design and implementation:
- Support in the development of procurement plans for all construction and wash activities, as well detailed implementation plans in collaboration with the program leads.
- Liaise with project leads and the Construction Manager to agree on approaches and designs of rehabilitations/construction works, ensuring a focus on quality, safety, sustainability and low environmental impact. Advise on the appropriateness of rehabilitation works that different program, PDQ, or new business development teams are proposing.
- Design architectural plans and execution plans for the infrastructure to be built and ensure that they are well understood by team.
- Design Bills of Quantities for structures to be rehabilitated or constructed in line with the program needs and donor/SCI/national requirements.
- Develop the tender documents and participate in the evaluation of the infrastructure
- Develop the scope of work for all construction activities (ToR) in direct coordination with Construction Manager.
- Visit and assess proposed construction/rehabilitations sites and make decisions based on consultation with communities, local authorities, and program teams. Monitor working conditions and risks or problems that might arise regarding speed, safety, and quality.
- Identify jointly with supply chain and program teams contractors/specialists/suppliers to carry out specialised pieces of work as necessary. Participate as a technical lead in all procurement processes involving construction, rehabilitation, and related.
- Oversee all teams implementing construction/rehabilitation activities, including supervisors, engineers, consultants, contractors, and work teams.
