Human Resources Transformation Chief - 007502

Purpose/Description

Reporting to the Chief Strategy Officer, the Human Resources Transformation Chief will serve a key role in the implementation of countywide Personnel/Human Resources (P/HR) modernization efforts. This position will work closely with the CSO, P/HR and Ernst & Young (EY) as EY transitions from an advisory role into a rapid implementation partner. The Director will serve as a bridge between EY, P/HR leadership, and internal stakeholders to swiftly execute the key recommendations from the HR and talent management assessment. This is a high-impact role designed to operationalize those recommendations and improve P/HR service delivery across all County departments, with a focus on automation, staffing strategy, and cultural transformation

 

 

Required Tasks

• Key Responsibilities
  • Lead implementation of key recommendations from the EY P/HR assessment in collaboration with the CSO, Director of P/HR, and Ernst & Young (EY).
  • Manage day-to-day coordination between the County’s internal leadership and the EY team as they swiftly execute the key recommendations from the HR and talent management assessment.
  • Design, enforce, and continuously improve SOPs across HR service areas to support standardization and operational excellence.
  • Oversee execution of enterprise-wide staffing strategies, including high-volume hiring campaigns and recruitment modernization.
  • Facilitate change management strategies and upskilling initiatives to enhance P/HR workforce readiness and service delivery
• Collaboration and Stakeholder Engagement
  • Frequent collaboration with executive leadership including the Chief Strategy Officer and Director of Personnel/Human Resources.
  • Coordination with consultants, such as the EY implementation team, external and internal stakeholders across departments.
  • Builds, leads and participates in cross-functional teams, HR planning sessions, and reform workshops.
  • Represents the County’s strategic transformation goals in meetings and with internal and external audiences

Educational Requirement

• Bachelor’s degree in Business Administration, Personnel Management, Human Resources, Public Administration, Organizational Development, or a related field required

Experience Requirements

• Minimum 15 years of progressively responsible HR leadership experience, preferably in public sector or federal systems.
• Track record of rebuilding underperforming HR operations into high-performing organizations.
• Experience leading system integration projects, HR call centers, and staffing reform.
• Extensive experience in workforce development, process improvement, and operational change in complex organizations.
