SUMMARY

The Project Manager leads, manages, plans, and coordinates the full life cycle of projects. Supports Federal Health technical, scientific, and research projects, ensuring that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. The Project Manager provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders.

ESSENTIAL REQUIREMENTS

Must obtain/retain a government background investigation commensurate with position requirements. 

Must have prior experience as a project manager leading health related projects for federal customers.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Maintains a solid customer relationship and assures customer satisfaction with the successful execution of the project.

Interfaces with internal project teams, management, customers and teaming partners. Maintains timely communications and develops collaborative rapports with solutions-oriented approaches.

Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives. 

Develops project plans and budgets to guide the execution and control of the project. Prepares, monitors, and updates project management deliverables and control artifacts such as post-award meetings, project schedules, status reports, work plans.

Communicates project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.

Sets, manages and communicates project expectations to team members and stakeholders.

Responsible for effectively resourcing the project. Ensures staffing levels / skills are appropriate for the project scope and deliverables. Responsible for hiring of new and replacement project staff. Provides performance assessments and feedback to employees.

Collects, monitors, and disseminates performance information, such as project review data, status reports, progress measurement and forecasting. 

Proactively manages changes in project scope. Identifies potential issues and devises contingency plans.

Manages subcontractors by developing Statement of Work and liaising with subcontractor management to ensure successful delivery. Assigns, manages and monitors activities for subcontractors. Performs cost review, staff approvals, invoice approvals, and status reporting.

Oversees the conduct and delivery of the contractual scope of work and ensures compliance with major contract requirements, delivery schedules, quality plan, and key performance indicators. Identifies relative quality standards and ensures the highest quality of services are met.

Performs overall project management and reporting functions related to multiple activities being performed across multiple task areas. 

Implements industry best practices, project management tools and methodologies.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Seeks opportunities to expand business. Participates in proposal and solution development for additional project opportunities.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

EDUCATION AND EXPERIENCE

Bachelor's degree and a minimum of seven (7) years’ relevant experience, or equivalent combination of education/experience.

Active Project Management Professional (PMP) certification.

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Strong working knowledge and proficiency in MS products: Project, PowerPoint, Excel, Word.

Ability to provide complete budget, funding, and forecasting (EVM) reporting to the client/company.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goa
