Raytheon’s Naval Power (NP) Strategic Business Unit (SBU) has an exciting opportunity for a Senior Principal Contracts Analyst to manage Standard Missile-3 (SM-3) efforts within the Indefinite Delivery Indefinite Quantity (IDIQ) contract. The selected candidate will be reporting into the IDIQ Contracts Lead under Standard Missile-3 (SM-3) Contracts team within the Naval Power (NP) Business Unit.

As the Contracts lead, you will provide contractual oversight and leadership for major task orders under the IDIQ Contract, which includes development, production, and sustainment efforts. You will have business acumen, subject matter expertise, and program knowledge to understand program performance, provide guidance and influence outcomes to achieve program and financial objectives. You will lead the robust change management process and be able to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays. You will develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation. You will review Request for Proposals (RFPs), Contract Change Proposals, and Request for Equitable Adjustments (REAs) for requirements and risks, ensure proposed solutions meet customer requirements, address risks, while meeting company policies and standards.

We are looking for a passionate Contracts professional with strong customer relationship skills to accept a high degree of responsibility within a fast-paced, dynamic environment consisting of complex programs.

This position will be onsite. Applicants should be located within 50 miles of Tucson, AZ, El Segundo, CA, McKinney, TX, Woburn, MA or Tewksbury, MA.

What You Will Do

  • Be the primary Contract Lead for the program in all contract pursuits, proposals, negotiations, and support the program in execution management, resulting in achieving program and business area objectives.

  • Utilize strong and regular communication with key leaders both internally and externally including with U.S. Government customers while building and managing effective business relationships.

  • Understand to recognize business and contractual issues in program performance and provide solutions to the program.

  • Work with key partners; Program Managers, Business/Estimating, and Office of General Counsel and advise management of contractual rights/obligations and the means to mitigate contractual/program risks.

  • Research compliance issues, applicable regulations and laws, and formulate recommendations to management.

  • Seek innovative contracting techniques to ensure mutually benefitting outcomes for both the customer and Raytheon, as well as the international partners (end users).

  • Have ability and willingness to travel to support program needs (including internationally).

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience

  • Experience in management of complex contracts and/or subcontracts including proposal preparation and / or contract negotiation for development, production, and/or service contracts

  • Experience in Federal Acquisition Regulations (FAR) terms and conditions and international contracting, foreign military sales (FMS)

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
