Purpose/Description
The Division Director of Parks within the Department of Public Services oversees the management and operation of public parks and recreational activities. Responsibilities include developing park programs, managing park staff, ensuring park safety and security, overseeing park maintenance and renovations, facilitating and collaborating with community stakeholders to enhance park services and amenities, formulating policies and providing overall operational direction to the Parks Division staff. This position prepares long-range strategic plans and goals for the Parks Division. This position is instrumental in promoting community engagement, health, and wellness through the provision of quality park services.
- Required Tasks
- Provide leadership and direction in the development of short and long-range recreational plans
- Responsible for the supervision & leadership of employees, which includes making employment-related decisions and/or recommendations as well as evaluating performance
- Plan, organize and direct all aspects of Parks programs and services
- Assist with preparing and managing the Parks Division budget as well as monitoring revenues and expenditures to ensure sound fiscal control
- Develop long range capital improvement projects
- Assist with overseeing the hiring, training, and management of Parks Division staff
- Frequently evaluate the effectiveness of Parks Division programs, making necessary improvements
- Plan, develop, & coordinate the maintenance of Parks facilities and amenities, work with representatives of funding bodies to secure grant assistance when available
- Ensure compliance with local, state, and federal regulations related to Parks programs and facilities
- Monitor and evaluate the condition of parks, facilities, and equipment, ensuring they are safe, clean and well-maintained
- Coordinate with other departments, community organizations and external partners to develop and promote Parks facilities and recreational opportunities
- Coordinate with Design Team regarding park designs and construction
- Coordinate with the communication department regarding Parks programs and activities to ensure information is provided to stakeholders/communities
- Responsible for providing IGA (Intergovernmental Agreement) to the multiple Wayne County communities/governments
- Prepare budgets for approval, including those for funding or implementation of programs.
- Establish divisional responsibilities and coordinate activities among the units.
- Negotiate and review contracts with vendors for best consideration of work performance and cost.
- Educational Requirements
- Bachelor's degree from an accredited college or university in the study of Parks & Recreation Management, Public Administration, Landscape Architecture or related field
- Certified Parks and Recreation Professional (CPRP), and Certified Park and Recreation Executive (CPRE) (preferred)
- Experience Requirements
- Five (5) years or more of related experience in parks and/or recreation management (preferred)
- Experience in budget management, staff supervision and community engagement (preferred)
- Valid drivers' license
