Executive Office of Housing and Livable Communities (EOHLC) is seeking an Energy Programs Analyst in the Division of Strategy and Climate!

 

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

 

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

 

OVERVIEW OF ROLE (NOT ALL INCLUSIVE):

The Energy Programs Analyst is responsible for carrying out research, writing, and analytic assignments related to federally funded energy efficiency programs:  the Department of Energy funded Weatherization Assistance Program (DOE WAP) and the Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP), EOHLC’s heating system repair, replacement, and maintenance program, as well as other topics for the Energy Conservation Unit (ECU) and EOHLC’s Division of Strategy and Climate (DSC).  Responsible for:  performing analysis related to energy efficiency, renewable energy, and residential housing throughout the Commonwealth; assisting with grant management and grant reporting as it pertains to the delivery of energy efficiency program services to income-eligible clients; assisting with writing evaluations, reports, and studies; assisting with development and reviews of Request for Proposals (RFPs) and Notice of Funding Availability (NOFAs); act as an ECU liaison with contracted consultants; assisting with the development of program policy and guidance, State Plan development, program assessments; and responding to questions and concerns from entities and persons that are involved with WAP and HEARTWAP.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1, Analyze & Review:

·       Performs analysis related to energy efficiency, renewable energy, and residential housing throughout the Commonwealth.

·       Reviews and analyzes energy data, environmental data, climate data, as well as economic and financial data. 

 

2. Research & Writing:

·       Completes research and writing assignments related to energy efficiency and renewable energy programs and associated issues/topics for the Energy Conservation Unit (ECU) and the Division of Strategy and Climate (DSC).

 

3. Develop & Review:

·       Assists with the development and reviews of RFPs and NOFAs.

·       Assists in the development and coordination of the program operators’ guidelines and State plans.

 

4. Grant Management:

·       Assists with grant management and grant reporting requirements.

 

5. Liaison:

·       Acts as an ECU liaison with contracted consultants.
