POSITION: Construction Cost Estimator – HUD AEC Services

LOCATION: Richmond, VA – Remote or Hybrid


POSITION SUMMARY

AEI Consultants has a new career opportunity available for a Construction Cost Estimator on our HUD AEC team. As a Construction Cost Estimator, you will work with clients to develop independent cost estimates for project cost comparison analysis and risk identification.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Review construction plans and specifications to complete quantitative take-offs 
  • Responsible for coordination, planning, and oversight efforts for assigned FHA Cost Reviews in accordance with directives as set forth in the HUD MAP Guide and LEAN Handbook.
  • Review project documents for completeness and coordination, and to determine discrepancies or conflicts in the documents which may lead to adverse cost impacts or non-compliance with program guidelines
  • Prepare independent project cost estimate for comparison analysis against provided general contractor schedule of values per FHA 223(f), 221(d)(4) or 232 LEAN requirements.
  • Analyze the contractor schedule of values, owner other fees, construction schedules, and architect fees to ensure costs are in line with current market pricing and standard industry practices.
  • Analyze contractor provide documents for verification of compliance with FHA 223(f), 221(d)(4) or 232 LEAN requirements.
  • Provide feedback to the development team on potential areas of concern on provided documents and advise the team members about proper resolution of issues and HUD MAP cost reporting procedures .
  • Request and review material and equipment pricing from vendors  and suppliers to assist in verification of cost.
  • Preparation of the budget analysis portion of Architectural and Cost Reporting
  • Approve proposed project costs submitted by the project General Contractor for submission to HUD.
  • As needed preparation of addendum letters for updates, and any required resolution of HUD/FHA review produced comments 
  • Make forensic assessment of major building systems and distressed conditions
  • Conduct basic interviews and research covering property maintenance history
  • Prepare independent cost estimate for Section 18 PNAs 
  • Write clear and concise condition and status reports using our in-house report templates
  • Assist in the creation and maintenance of our in-house database of construction costs
  • Ability to recognize various complexities of projects
  • Maintain high level of client contact and excellent communication
  • Manage multiple projects simultaneously
  • Conduct occasional site visits. 

QUALIFICATIONS

  • A minimum of 5 years of progressively responsible estimating experience, preferably related to estimating and bidding multifamily construction projects
  • Experience with RS Means required
  • Experience with Bluebeam preferred.
  • Familiarity with construction best practices, general building codes, and various building types
  • Previous experience building partnerships with clients and delivering high quality results and excellent customer service
  • Passion for being detail-oriented and highly organized
  • Demonstrate excellent verbal and written communication skills
  • Must be proficient with Microsoft Office Suite, especially with Microsoft Excel

EDUCATION

  • Bachelor's degree in Engineering, Architecture, Building Construction, or Construction Management required


LICENSES/CERTIFICATIONS

  • Certification by the American Society of Professional Estimators, and/or The American Society of Cost Engineers preferred
  • RS Means Data Certification preferred

PHYSICAL REQUIREMENTS


The work environment may be both indoors and outdoors. Indoor work takes place in a typical office setting. The noise level in the work environment is usually moderate. Outdoor work requires the ability to effectively perform work in all types of weather conditions. While performing the duties of this job, the employee is regularly required to sit, type, handle office and/or field equipment, speak and hear. The employee may occasionally be required to stand, walk, balance, kneel or crouch. The employee may be required to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to focus.
