Job Description
LS Technologies, a Tetra Tech company, is seeking Technical Officer Representatives (TOR) to support the Federal Aviation Administration (FAA) with installing, maintaining, and integrating systems within the National Airspace System (NAS). This role requires extensive travel across the U.S. and Caribbean and focuses on sustainment of over 120 radar systems across CONUS, Alaska, Hawaii, Puerto Rico, Cuba, and Guam, including ARSR-4, CARSR, and FPS radars. Candidates must have a minimum of 5 years' experience with managing project timelines and resources, ensuring that all deliverables are completed efficiently and within the specified requirements. Key responsibilities include supporting construction and renovation activities, providing technical oversight for equipment and network operations, and ensuring the sustainability of mission-critical facilities.
This role supports the Federal Aviation Administration, which is responsible for ensuring the safety of 45,000 flights and 3 million passengers traversing over 28 million miles of U.S. controlled airspace every day. In addition to providing air traffic control and safety oversight for civilian aviation, the FAA also works in lockstep with the Department of Defense and other government agencies to ensure the security of our nation. A key component of that coordination involves the collaborative use of aviation tools and data.
Key Responsibilities:
- Supervise construction of FAA projects and provide quality assurance that work complies with plans and specifications
- Maintain accurate daily records and reports related to the project
- Act as point of contract and coordinate directly with general contractor for adherence to drawings and specifications
- Monitor progress against accepted construction schedule; discuss deviations from schedule/materials/procedures with Project Engineer and engineering staff
- Participate in construction inspections, final inspections and contract close-out activities
- Conduct progress meetings with contractor and appropriate personnel
- Prepare construction drawings, site-specific specifications, contract documents and independent cost estimates as needed to support change proposals.
- Generate and coordinate the Integrated Risk Management Checklists (IRMC), communication plans, project risk register, to meet Operational Risk Management (ORM) requirements
- Track, reconcile and coordinate closure of Joint Acceptance Inspection (JAI) project exceptions.
- Submit Configuration Management (CM) web documents
Qualifications:
Required:
- Minimum 5 years' experience managing project timelines and resources including:
- Ability to ensure all deliverables are completed efficiently and within the specified requirements.
- Experience supporting construction and renovation activities
- Experience providing technical oversight for equipment and network operations
- Experience ensuring the sustainability of mission-critical facilities.
- Ability to oversee the installation, troubleshooting, and ongoing maintenance of electronic systems across various operational sites
- Ability to prepare and coordinate technical documentation, including design updates and compliance reports.
- Ability to travel extensively across the U.S. and Caribbean for extended periods.
Preferred:
- FAA or other federal agency project management work experience, especially at remote FAA facilities.
- Experience with FAA ARSR-4, CARSR, and FPS radars.
- Knowledge of FAA operations and sustainment of DHS' Maritime Approaches Surveillance Towers (MAST).
- Experience drafting technical drawings for changes made to operational infrastructure environments.
Additional Information:
- Must be eligible to obtain necessary clearances to work, including FAA suitability and U.S. Government public trust clearance.
- Clean driving record required and willingness to provide a Motor Vehicle Report (MVR) upon request
- Significant travel required within the US and Caribbean.
- Must be able to lift 75+ lbs, climb work ladders, use portable power tools, and work in varied weather and terrain conditions.
