This position performs bureau comparable level work under the direction of the Deputy Director of Vocational Rehabilitation, responsible for managing the Administrative Services Section, Office of the Director, Division of Vocational Rehabilitation (DVR) to improve management capabilities and operational procedures. Manages and provides supervision and guidance to the professional staff responsible for the activities within the Communications Team, the Florida Rehabilitation Council, Learning Development Team and Policy Team. Develops and implements operational and administrative goals and objectives relevant to the division's programs. Responsible for actions taken by all offices within the Division of Vocational Rehabilitation. Plans and directs the Division’s' strategic planning, operational and administrative activities.
Planning
Responsible for Long Range Program Plan and the Unified State plan for development and submission. The incumbent works collaboratively with Executive Management team to develop the annual legislative budget request. Responsible for coordinating the agency’s response to the Florida Rehabilitation Council and other external entities’ recommendations.
Management Consultant
Serves as an advisor to the Division’s Executive Management Team in the development of the Division’s operations and compliance procedures and systems. Assist Deputy Director with special projects involving new ITNs, RFPs, cost allocation, as well as ad hoc requests from the Department and programmatic/operational compliance related issues.
Operational Policy and Procedures Development
Responsible for the implementation and translation of DVR policy into operational standards, the development of systems to accomplish standards, and the review of operational performances to ensure standards are met.
Provides analytical work involving an independent, objective assurance and consulting activity designed to add value and improve the organization’s operations by bringing a systematic approach to evaluating and improving the effectiveness of management, control and governance processes.
Coordinates activities with the DVR Director and the Chiefs of the Bureau of Field Services, Bureau of Vendor and Contracted Services, Bureau of Compliance & Quality Assurance, and the Bureau of Technology Services. . Develop Policy and Procedure manuals for the Bureau of Operations and Support, DVR IT.
Audit Review and Compliance
Responsible for coordinating all state and federal audit reviews and required responses to all audit findings.
Coordinates audits, reviews and investigations conducted by outside regulatory bodies such as the Rehabilitative Services Administration, Office of Program and Policy Analysis and Governmental Accountability, Social Security Administration and all appropriate Inspectors General.
Develops working papers and other supporting documentation to ascertain that conclusions, findings and recommendations are properly documented and supported
Facilities, Emergency and Safety Management
Provides oversight of Headquarters centralized operational/administrative processes and procedures.
Oversee and coordinates facility issues, statewide, related to leasing, repairs, lighting, cooling and heating and space planning.
