The Opportunity

Abt Global seeks a mid-career quantitative evaluator with data development expertise to support the design and execution of data-intensive federal government evaluation projects focused on Health and Human Services program data. This may involve health service delivery, behavioral health (mental health and substance use), rural communities, and related topics. The selected candidate will bring their expertise in data management and analysis, critical thinking and problem-solving skills, and ability to learn quickly to support cross-functional teams to process and manage grantee data. They will utilize R to perform data management tasks and prepare analyses and visualizations to effectively and efficiently communicate insights to support program decision-making. 

Core Responsibilities

  • Serve as task lead or evaluation lead on projects, exercising independent judgment and initiative to navigate an approach to meet client expectations, and oversee the execution of that approach by team members, including creating/updating supporting documentation, developing project workflows and processes, and providing task oversight to other analysts.
  • Work closely with project leadership and staff to collaborate on and coordinate analyses and research. Distill and translate client needs to actionable analyses using knowledge and familiarity with available datasets.
  • Provide support and guidance across the data lifecycle including data intake, storage, synthesis, automation, and analytical development.
  • Apply knowledge in modern data management using R to manage, visualize, and analyze grantee programmatic data and secondary health datasets.
  • Support the stewardship and analysis of government data, with focus on health equity, behavioral health, and socio-economic data. 
  • Conceptualize and prepare reports based on findings from analyses.  
  • Use data visualization techniques to enhance reports and present data.  
  • Work collaboratively with other team members to ensure data security, integrity, and availability. 
  • Support business development efforts related to quantitative analyses and evaluation of grantee data and support the market team with being responsive to emerging client needs in these areas. 

What We Value

  • Bachelor’s degree +9 years of relevant experience, Master’s degree +7 years of relevant experience, PhD + 4 years of relevant experience
  • Master's degree in public health, health analytics, epidemiology or a relevant field in research and/or program evaluation OR the equivalent combination of education and experience
  • Proficiency in R programming language is required. Additional languages (Python, SAS, Stata) are encouraged.
  • Demonstrated experience in data management and data analytics best practices. Preferred DMP certification. 
  • Experience designing, querying, and documenting relational databases and/or large datasets.
  • Experience with maintaining and/or analyzing behavioral health programmatic or grantee data; and experience with datasets administered or funded by SAMHSA, HRSA, or other relevant agencies a plus.
  • Strong track record of leading projects, tasks, and business development activities.
  • Demonstrated ability to effectively display and communicate findings and key takeaways to diverse audiences.
  • Critical thinker with collaborative focus and strong written and verbal communication skills.
  • Ability to manage competing project demands while maintaining a high attention to detail.
  • Excellent problem-solving skills and a commitment to continued skill development. 
  • Able to obtain and maintain clearance access for HHS information systems.
