About the role

Description

Responsible for recruitment, orientation and administration of benefits for all facility staff.  Ensures compliance with federal, state and local laws and regulations.  Participates in special projects as assigned.  Participates in performance improvement and continuous quality improvement (CQI) activities.

QUALIFICATIONS

• Must be a high school graduate or equivalent

• Associates Degree in Human Resources or Business Administration preferred or a combination of education and experience

• Minimum two years of HR experience 


ROLE AND RESPONSIBILITIES 

• Actively involved in the plan administration of the facility’s benefits programs.  

• Manages various areas of benefits including health, life and other voluntary insurance; worker’s comp benefits and retirement

• In coordination with Administration and the HR Director, establishes long term goals for new benefit programs; reviews short and long term cost projections and analysis regarding changes in benefit programs and the implementation of new programs.

• Reviews benefits with all new employees, answers ongoing benefit questions.

• Mediates problems between facility staff, the facility’s insurance broker and/or healthcare.

• Directs the maintenance of personnel records and benefit program records on all facility staff

• Develops and evaluates recruiting resources and strategies

• Updates the facility's job posting board as applicable

• Determines appropriate advertisement media including the internet, creates display ads

• Able to process classified ad bills; allocates charges to the appropriate cost center

• Participates in job fairs

• Reviews and screens applications then forwards to managers for review

• Contacts in-house applicants and reviews each applicant's qualifications

• Responsible for scheduling appointments for interviews and setting-up itineraries for potential employees as requested by managers

• Performs pre-employment reference checks

• Tracks background checks and notifies the appropriate staff when issues arise from the background checks.  Verifies bills when received

• Responsible for the onboarding and training process for all new hires

• Sets up Cerner accounts for new users

• Anticipates recruitment problems, considers new sources of labor supply, improves recruitment and placement methods

• Works closely with Employee Health Coordinator to ensure that new hires and current employees have all required immunizations.

• At the direction of the HR Director, processes all facility terminations; complies and reports termination information to appropriate administrative staff.

• Acts as backup for payroll and other HR related duties in the absence of the HR Director

• Ensures Human Resources  and facility policies and procedures are followed

• Is a team player, serves as backup for other staff members of Human Resources, as necessary

• Is a resource person both within the department and to administrative staff of other departments

• Provides administrative support to the Director of Human Resources, as needed

• Maintains thorough documentation

• Responds to all inquiries in an expedient manner

• Performs other duties as assigned.

• Demonstrates knowledge and understanding of Staffing Management policies and procedures

• Able to compile data from different sources for special projects; prepares reports

• Proficiency with computer skills including Microsoft Office app
