Job Description:

General Counsel Division, Government Services Section

The Oregon Department of Justice (DOJ) seeks up to two full-time attorneys to join our Government Services team of twelve accomplished and collegial general counsel attorneys.  We offer a competitive salary and benefits package.  While this position is located in Salem, Oregon, in a beautiful, newly renovated space, we also offer opportunities for working remotely on a hybrid schedule.

The successful applicant(s) will work primarily within our Public Safety practice group providing advice, guidance and trainings to the Oregon State Police, the Oregon Department of Corrections, as well as other state agencies.

Specific areas of work:  The development of deep subject matter expertise in Oregon policing, and corrections; litigating administrative hearings and assisting with rulemakings; advising clients regarding the application of complex state and federal statutory and constitutional laws; experience in public records and public meetings laws and subpoena responses; providing effective staff trainings, and other work as assigned by management.

A strong applicant will have at least three years’ experience advising Oregon governments regarding policing, corrections, experience with subpoena and public records responses, and significant experience providing written constitutional, statutory or ordinance analysis and advice.  All successful applicants will demonstrate that they care deeply about public service, good governance and rigorous legal review and have worked creatively and collaboratively with public entity clients.  For a complete list of “minimum qualifications” and “preferred experience” see our lists below.

Minimum Qualifications

  • Active membership in good standing with the Oregon State Bar by the time of appointment;

  • At least one year of experience advising or litigating on behalf of governments, or equivalent, in Oregon, or elsewhere;

  • Strong drafting, research, and relational and communication skills with both clients and colleagues;

  • Demonstrated ability to handle a full workload and communicate within a team collaboratively and effectively;

  • Demonstrated ability to accurately and concisely summarize complex issues in plain language;

  • Strong work ethic and a demonstrated commitment to public service;

  • Willingness to travel within Oregon as needed and willingness to take client calls outside of normal working hours;

  • Demonstrated commitment to diversity, equity, and contributing to an inclusive working environment where diverse individual experiences and perspectives are valued and supported.

Preferred Experience

A preferred candidate will possess all the above Minimum Qualifications in addition to one or more of the following:

  • At least three years’ of serving in a general counsel role to an Oregon government (and will provide samples of excellent written client advice or equivalent written legal analysis);

  • At least two years’ advising, training, and working with policing or corrections clients;

  • At least three years’ experience drafting ordinanc
