Who are we?

FSDB is a state public school available at no cost to eligible pre-K and K-12 students who are deaf/hard of hearing, blind/visually impaired or deafblind, including boarding and transportation services. FSDB is nationally recognized for its comprehensive educational services, designed for the unique communication and accessibility needs of students. FSDB also provides educational outreach programs for children ages 0-5 and their families. The FSDB experience provides students with the edge to do more, be more, and achieve more.

 

 

How you will make an impact

The incumbent of this position acts as the Agency's Contract Administrator, pursuant to Florida Statute, F.S., Sec. 287.057(15). This position has been deemed by the Administrator and/or President to have a high level of responsibility.

  • Analyzes proposed procurement of bulk commodities, major equipment, and personal services for construction, repairs and maintenance, and general services to determine method of procurement and makes recommendation to the Director of Purchasing (Director). Meets with procurement stakeholders to understand and develop procurement documents. Analyzes requests for contract renewals, activations, authorizations, change orders and amendments to determine appropriateness of same and recommends courses of action to Director. Meets with, or coordinates, renewals, et al., with procurement stakeholders. Redacts all original contract documents and sends to accounting for FACTS entry. Reviews all contract files for compliance with statutory authority and rules.
  • Oversees all competitive procurement processes. Prepares all contract documents including construction and other. Prepares bid documents for contracts in accordance with Florida Statutes and Florida Administrative Code. Posts advertisements as required.  Administers pre-bid conferences and bid openings. Contacts contractors and coordinates all negotiations for renewals and modifications.  Attends and assists in planning construction meetings to negotiate Guarantee Maximum Price (GMP). Line audits the GMP and agrees to the terms. Assists Facilities Department in the development of contract specifications, assists in resolving problems, assists in developing competitive bid/proposal packages, creates required legal ads and distributes bids/proposals to qualified responders. Coordinates all negotiations for services and merchandise. Provides contract negotiation support as required in accordance with Florida Certified Contract Negotiator (FCCN) standards, maintains certification as FCCN.
  • Maintains a complete file on all competitively procured contracts from advertising through close-out, including solicitation/selection documentation, the contracts themselves, amendments, change orders, and certificates of completion. Prepares construction contract procurement reports and reviews status of open contracts and their budgets. Acts as liaison with Accounting Department and all departments' Contract Managers to ensure accurate and timely processing of pay applications and invoices.  Researches and makes recommendations regarding changes to departmental procedures for procurement of construction and other services, processing service contracts, etc., to the Director. Conducts procurement training sessions with Facilities' Contract Managers. Research’s procurement problems. Searches and plans for areas of cost improvement. Responsible for managing the Florida Certified Contract Manager (FCCM) training. Report the status monthly to the staff members due within three months of being due, as well as their supervisor and the Director.
