About our Public Policy Manager position

Under the supervision and direction of the Vice President of Policy & Strategy, conducts public policy analysis and research; manages regional policy projects; collaborates with lobbying, media, field, and grassroots teams; and coordinates with stakeholders and partners to maintain coalitions and build new partnerships. Conducts public policy analysis, research, and advocacy to support sexual and reproductive health and rights in our geographic region and pursue favorable policy environments for Planned Parenthood members’ operational success. Works collaboratively with the Vice President of Policy & Strategy, State Directors, and the regional public policy team to develop and implement the Planned Parenthood policy agenda and annual strategic and field campaign plans.
What will you be doing!
This position is a member of the regional team supporting the policy, communications, political, and lobbying work in Alaska, Hawaiʻi, Idaho, Indiana, Kentucky, and Washington. The position will supervise the public policy analyst(s) and work closely with state-based and regional teams to ensure coordination, organization, and collaboration in policy initiatives. Manages the development of internal and external materials to support the policy agenda and strategic and field campaign plans; elevates racial justice and other aspects of reproductive justice consistently in PPAA’s work; represents Planned Parenthood at state agency hearings, public forums and coalition meetings in assigned states; monitors and responds to state regulatory proposals in assigned states; develops strategies and timelines; elevates Planned Parenthood’s operational and financial priorities in advocacy efforts, and contributes to the efforts of the regional public affairs team.

Key Responsibilities:
Conducting policy analysis and research on pending legislation and regulation in assigned states related to sexual and reproductive health, rights, and justice. Ensures that analysis and recommendations align with the needs of Planned Parenthood’s member organization and patients.
Ensuring positive, productive staff results by hiring, supervising, training, coaching, and evaluating policy analyst(s) and policy team interns.
Managing six-state policy agenda development process in collaboration with Vice President of Policy & Strategy, State Directors, and Planned Parenthood member organizations to ensure policy agendas reflect the needs of Planned Parenthood’s patients and partners.
Developing and implementing systems and processes to ensure coordination and collaboration with key Planned Parenthood member organization staff in operations and finance departments to incorporate member interests in policy campaigns and goals.
Managing six-state policy projects including updating and maintaining public policy handbooks, statistical databases, regional policy resources, biweekly policy newsletters, and coordination with communications and political teams.
Collaborating with policy analyst(s) and Government Relations Managers to monitor rulemaking, track legislation, monitor legislative committee and state and/or local board and commission meetings, and analyze data on health finance, insurance, public health, Medicaid, and other topics to track policy implementation and inform policy efforts.
May represent PPAA at coalition tables and lobbying efforts upon request and in coordination with State Directors. Will monitor lobbying time and register and submit filings if required.
Serving as thought partner and advisor to State Directors and Government Relations Managers in assigned states on legislative strategy, approach, and goals. Exercises high degree of judgment and strategic thinking in best practices to advance and safeguard sexual and reproductive health, rights, and justice.
Maintaining working knowledge of 501(c)3, 501(c)4, and Political Action Committee lobbying and political spending compliance requirements and supports state-based political teams in developing and reviewing political campaign materials.
Incorporating reproductive justice, including racial, economic, environmental, and other frames that impact access to sexual and reproductive health care, in all PPAA positions and materials.
