Overview:
We are seeking a Division Fire Chief who will focus on providing direct supervision to fire department personnel and manage one of three fire department program elements (Logistics, Operations, and Training). This position resides in the Facilities and Operations Directorate, Laboratory Protection Division, Fire Department at the Oak Ridge National Laboratory (ORNL).
As part of our team, you will work in a professional setting under minimal supervision performing the following duties in the Fire Department.
Major Duties/Responsibilities:

Manage one of three programs (Operations, Training, or Logistics) as assigned to support a highly regulated organization. Includes program administration, policy and procedure development, procurement of materials and equipment, and training.

Serve as a technical resource to enable efficient emergency incident management for all emergencies occurring at the ORNL Site.

This position supervises staff that provides 24/7/365 coverage for response to fire, rescue, EMS, and hazardous materials events. The team managed also provides life safety technical compliance-related inspection, testing, and maintenance activities on fire protection systems and equipment. Staff supervised includes exempt technical professionals, non-exempt weekly technicians, and bargaining unit employees.

This position has the primary role, responsibility, accountability, and authority to assign work, direct personnel, make adjustments, discipline, and change schedules.

This position ensures staffing levels are maintained, and staff is capable of performing compliance-driven duties, property protection, and life-saving tasks.

Maintain knowledge, professional characteristics, and abilities to supervise firefighting, rescue, hazardous materials, emergency medical, fire protection systems, and equipment tasks.

Build and maintain relationships with counterparts, Laboratory leadership, oversight organizations, and the local, regional, and national emergency management community.

Support the Laboratory agenda, which includes ensuring overall scientific productivity, enriching our culture and future workforce, and driving safety and security culture deeper into the organization.

Serve as a member of the ORNL Emergency Response Organization.
Basic Qualifications:
-
Bachelor’s degree in a related technical field such as emergency management, fire administration, fire protection, and safety or a minimum National Fire Protection Association (NFPA) Standard for Fire Officer Professional Qualifications (NFPA 1021) Fire Officer IV certification.

A minimum of seven years of Fire Department company officer experience.

Must have a valid State of Tennessee driver’s license.

Must have experience in Microsoft programs, including Word, Excel, and TEAMS

Emergency Medical Technician license or greater from the State of Tennessee.

The chosen candidate must be physically and medically fit for duty as determined by a comprehensive medical evaluation. The medical review is based on the requirements of NFPA 1500 (Standard on Fire Department Occupational Safety and Health Program) and NFPA 1582 (Standard on Comprehensive Occupational Medical Program for Fire Departments).
Preferred Qualifications:

Knowledge of the Oak Ridge National Laboratory facilities and organization.

Experience preparing a divisional or departmental budget, developing a budget management system, soliciting bids, planning for resource allocation, and working with records management systems.

Highly organized and able to prioritize and schedule multiple activities.

Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
