Job Description:

**CANDIDATES MUST BE LOCAL TO NORTHERN VA**

Qualifications:

• This position is remote, physically located in the U.S. The contractor needs to be a US Citizen.

• Must possess active Secret Security Clearance issued by the Defense Counterintelligence and Security Agency (DCSA).

• Bachelor’s degree in information technology or related field (note: Education may be substituted on a year-for-year basis for each year served in a professionally related field of employment).

• Minimum of six (6+) years of experience in Project Management, including tracking, planning, and reporting on projects; proven experience delivering projects on-time, on-schedule and within budget close.

• Minimum of three (3+) years of experience managing large scale IT development projects.

• Minimum of two (2+) years of experience working with multiple stakeholders in a cross-functional matrix environment.

• Exceptional leadership, diplomatic and motivational skills, including the ability to lead up, across and down multiple business and technology organizations

• Experience leading large project teams to include internal, external, and remote personnel.

• Wide understanding of the current technology trends.

• Problem-solving attitude, good process, and data analytics skills.

• Strong communication skills with excellent technical writing skills.

• Strong understanding of the SDLC and demonstrated experience applying technologies and Agile philosophy and SCRUM methodologies that support that the lifecycle.

• Agile/Scrum certifications and/or training preferred.

• Strong understanding and demonstrated experience with DevOps and DevSecOps.

• Minimum of two (2+) years of experience with Microsoft Azure.

• Proficient in Microsoft Office applications: Advanced Excel, Visio, and Project.

• Minimum of two (2+) years of experience with Microsoft DevOps Boards.

• Must pass INL written assessment.

• Professional Spanish Language proficiency is a bonus for this role.

Duties and responsibilities:

• Manage the end-to-end development, implementation, and scaling of enterprise software applications.

• Ensure project meets business needs and ensure project alignment with overall organizational strategies, plans, policies, and regulations.

• Manage and optimize day to day activities for project team members, anticipating and resolving challenges to project implementation.

• Build and maintain relationships with multiple stakeholders to establish credibility, solve problems, build consensus, and achieve project objectives.

• Report on project performance, success criteria results, metrics, test, and deployment management.

• Provide regular project updates to stakeholders communicating project milestones, deliverables, dependencies, and risks accordingly.

• Lead testing efforts and product reviews.

• Create and maintain detailed project plans, timelines, and project documentation repository throughout all project phases.

• Translate business needs into technical requirements and explain technical concepts to a non-technical audience.

• Discuss requirements, write project specification documents, negotiate features, provide technical oversight, manage agile delivery conducting testing, and more.

• Manage changes to project scope, project schedule, and project costs using appropriate verification techniques.

• Prepare project budgets, schedule expenditures, analyze variances, and initiate corrective actions as needed.

• Other duties as assigned.

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
