ICF’s Digital Modernization Division is a rapidly growing, entrepreneurial, technology-driven department, currently seeking an experienced IT Project Manager to join our team. As a leading provider of Digital Transformation services for Federal agencies, we specialize in using cutting-edge low-code platforms, mobile applications, robotics process automation, and data analytics platforms to enable agency mission and business transformation. The Team: 

The Mission Support Service (MSS) team supports Forest Service across a variety of projects that are critical to success of the agency. The MSS program provides contractor support for Development and Modernization (DM&E) efforts for several projects using both custom and platform solutions. 

As our Deputy IT Project Manager, you will be responsible for leading multiple scrum teams and specific tasks for both client engagements and company-wide projects. The ideal candidate for this role will be a seasoned leader with a practical, "get it done" work style, and a deep understanding of Agile IT application delivery. You should possess exceptional communication, analytical, and time management skills, and demonstrate a desire to continually learn and grow your skills in Cloud technologies. A problem-solving mindset, flexibility, and enthusiasm will be key to your success in this role.

Responsibilities: 
Project Delivery Responsibilities 

  • Initiate, plan, execute, monitor & control projects in accordance with established standards 
  • Engage with client leadership to ensure proper expectation settings 
  • Manage project teams’ daily activities, projects, and tasks to focus on adhering to best practices, high standards, and on-time delivery to the customer. 
  • Work with the team to develop project plans, roadmaps and manage the backlog. Communicate team plans, report impediments for escalation, and identify risks/concerns to relevant stakeholders to help resolve. 
  • Monitor resource commitment and adjust sprint plans as needed to ensure balanced workloads for resources 
  • Ensure all Agile ceremonies for the scrum team are appropriately facilitated ensuring objectives are met 
  • Collaborate with Client Product Owner/PM to prioritize the team’s sprint backlog 
  • Identify, track, mitigate and communicate risks/issues throughout the project 
  • Communicate with a variety of stakeholders and sponsors using multiple channels 
  • Create weekly status reports, including burndown and velocity charts for each project
  • Create monthly billing artifacts and communicate all billing milestones to the accounting department and program manager. 
  • Develop budget estimates, monitor the actual costs vs. planned, deliver the expected project objectives within the approved budget. 
  • Produce financial reports, analyze variances, and take corrective actions as needed. 
  • Maintain current certifications and acquire new certifications as needed 
  • Experience with project management tools (e.g., Jira, Confluence, Microsoft Project, SharePoint). 

Organizational Leadership 

  • Assist with efforts in recruiting, training, and professional development programs 
  • Direct and delegate tasks for Project Managers to enhance the corporate operations and infrastructure 
  • Directly manage and mentor team/staff members and take corrective actions as needed
  • Assist with capture and business development activities
  • Participate with enterprise-wide initiatives (outside of project-assigned tasks) 

What you must have: 

  • 3+ years of IT Project Management experience 
  • US Citizenship is required by the federal government for this position 
  • Must be able to obtain Public Trust clearance. 
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply. 

What we'd like you to have:  

  • 5+ years of IT Project Management experience 
  • Experience with PowerApps  
  • Experience managing distributed teams in support of geographically dispersed customers
  • Project Management Professional (PMP) 
  • Federal government project experience 
  • Bachelor’s degree or equiva
