Your Specific Responsibilities:
This is a management level position responsible for planning, directing and coordinating a complex, comprehensive human resources management program for the Florida Department of Health/West Central Florida Region HR. This position provides support functions for the 12 county Human Resources region for each county serviced in this area. This position is based in the Florida Department of Health in Pinellas County and services the following counties: Pinellas, Manatee, Monroe, Hillsborough, Citrus, Polk, Sumter, Hardee, Hernando, Highlands, Sarasota and Pasco.
Classification/Hiring
Processes Classification Action Request (CAR) forms utilizing established electronic process and routes for approval. Processes Personnel Action Requests (PAR) forms in People First and routes as appropriate.
Reviews all Classification and Personnel actions and makes recommendations for proper classification of positions in accordance with allocation factors and broad banding guidelines. Reviews Position Description forms for accuracy and completeness. Reviews current and proposed Tables of Organization.
Reviews and assists in the preparation of special requests to County Health Systems as needed.
Updates People First Org Management. Provides technical assistance to Liaisons as needed. Reviews and forwards classification packages to HRM for review and processing through DMS as needed.
Recruitment and Selection
Assists supervisors and liaisons with recruitment efforts and in preparing requisitions for advertising in People First and gives guidance as necessary In the interview process. Functions as the Requisition approver in Talent Management and ensures requisitions are completed properly before posting. Processes dual employment request. Reviews all hiring paperwork to ensure compliance with the One Florida Initiative and due diligence requirements. Runs monthly Vacancy Report for liaisons.
General HR.
- Reports Management – Responsible for accessing the People First System and Impromptu to generate reports.
- Develop and train various levels of staff on Human Resources specific topics as necessary
- Reviews personnel rules and policies and makes comments and/or recommendations for change as needed
- Provides support and back-up as needed for FMLA, payroll, leave audits
- Provides BSTP training to new supervisors as assigned

Required Knowledge, Skills, and Abilities:
Knowledge of office procedures and practices. Ability to organize and maintain personnel related records. Ability to perform mathematical calculations. Ability to understand and apply applicable rules, regulations policies and procedures relating to personnel program functions. Ability to independently plan, organize and coordinate work assignments. Ability to communicate effectively verbally and in writing while maintaining effective working relationships with others. Skill in the operation of data entry equipment, computers and computer software programs in a Windows environment.
Qualifications:
Minimum – 1 - 3 years experience in Human Resources
