The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.
The incumbent of this position will be responsible for providing fiscal oversight and generation of data necessary to ensure VDSS compliance to federal requirements related to the Local Departments of Social Services (LDSS) Central Services Cost Allocation Plans, This position will provided direct support to the Division of Finance, VDSS Executive leadership as needed, other divisions directors, program managers, and staff as well as external partners and stakeholders. This position reports to the Accounting Manager Senior.
Minimum Qualifications
Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), experience preparing account reconciliations, and updating/maintaining spreadsheets. Ability to plan/organize multiple responsibilities and ensure completion of tasks by their due date.
Experience evaluating complex federal and state policies, procedures, laws and regulations in relations to compliance requirements.
Experience and commitment to providing superior customer service to both internal and external customers.
Skill in the use of automated accounting systems and personal computer desktop applications.
Working knowledge of Microsoft Excel, Microsoft Word, and financial systems databases (FAAS and LASER).
Working knowledge of and experience in accounting and auditing principles.
Demonstrated ability to conduct audit like test work from the beginning of the process to the end, by gathering documentation/information related to the corresponding LDSSs as needed, to follow established review/audit program instructions, analyze and compile financial data, interpret results, develop supportable exceptions and conclusions in relation to compliance requirements, and compile findings.
Working knowledge of financial procedures, records, schedules and statements.
Demonstrated ability to communicate effectively (both orally and in writing) with diverse groups of people and organizations.
Highly organized professional, that is accurate, thorough, and flexible in carrying out all job responsibilities.
Demonstrates a strong work ethic.
Additional Considerations
Training or coursework in accounting, finance, auditing, bookkeeping, business or public administration, or related field.
Experience applying complex federal and state statutes, regulations, policies and procedures governing the area of compliance.
