This position is responsible for researching, developing and managing complex projects that advance public health policy work in the Division. The incumbent receives direction from the Public Health Division Director and is responsible for leading the planning and implementation of policy-related projects; developing project plans; facilitating the definition of project scope, goals, milestones, and deliverables; defining project tasks and resource requirements; planning and scheduling project timelines; identifying project risks and developing contingency plans; assembling and coordinating project staff; managing project budgets; communicating with stakeholders; creating and maintaining comprehensive project documentation. This position works with teams of division staff, community partners and policy makers in projects to manage policy activities that are data informed and evidence-based. The selected applicant will oversee project teams composed of direct reports and staff from across multiple program areas. They will communicate with policymakers, stakeholders, the public and the media about policy projects. Project responsibilities will include managing the people, resources, budgets, and scope of key data, partnership, and policy projects. This position supervises project specific staff and supports the Public Health Director in project managing complex Human Resources issues and project implementation across the division including grievances and potential litigation. An employee is expected to exercise considerable independent initiative, confidentiality and judgment in project management planning and activities and will also be responsible for responding to public health emergencies or other large-scale events with public health impacts. 

As the Project Manager, you will: 

• Serve as lead project manager for Public Health Division (PHD) policy-related projects

• Convene, lead, and facilitate the PHD Policy Project Team

• Supervise staff assigned to specific projects during the project period

• Define project scope, milestones, level of involvement, staffing and resources needed

• Direct and approve work through direct reports, including planning, prioritizing, assigning, supervising, training, and reviewing work

• Act as a resource, and provide direction, guidance, and leadership to staff

• Select, motivate, and evaluate a diverse workforce and provide continuous coaching to direct reports

• Develop, implement, and oversee work procedures consistent with County and department policy, and in alignment with the County's Workforce Equity Implementation Plan (WESP)

• Coordinate, convene, and contribute to local and state legislative policy project priority development

• Serve as the PHD Legislative Coordinator

• Plan, prioritize, assign and supervise staff working on policy projects within the Office of the Director and across the Division

• Work closely with the PHD Director and staff to establish legislative project priorities and develop a strategic policy plan for the Division

• Support the PHD Director and Deputy Director in internal and external project communications requiring strong writing, message development, and communication skills
