Job Summary
The Pharmacy Strategy & Data Analytics Program Manager oversees and administers all facets of the day-to-day operations of the various programs and activities related to the position of a portfolio of projects within L.A. Care's Pharmacy & Formulary Department. In this role, the Program Manager will be responsible for ensuring all business objectives are met using detailed project plans, managing cross-functional project team members and departments, identifying, and mitigating project risks, and ensuring the project meets on time delivery and budget targets. This position will assist in identifying opportunities for process improvement and providing solutions, and supporting various business functions as needed within the Pharmacy & Formulary Department.
This position supports the development and implementation of Pharmacy initiatives to comply with regulatory and accreditation requirements applicable to each LOB. This position adheres to the overall Pharmacy Department vision by working collaboratively with subject matter experts (SMEs), business owners, and all levels of management while maintaining effective professional work relationships both within L.A. Care and with external stakeholders.
Duties
Develop, propose and implement strategic initiatives and objectives. Responsible for monitoring program budget and expenditures. Plans, develops, and implements strategies for generating funding and/or resource opportunities for program activities.
Conduct research and analysis and coordinate initiatives in support of Health Services. Assume a lead role for new initiatives or lines of business for Health Services. Accountable for the successful development, planning, and execution of projects, from initial concept to implementation stage, with moderate guidance and supervision from the Department leadership team. Ensure program objectives and deliverables are in alignment with department and LA Care goals. Develop program initiative timelines, goals and ensure everything is on schedule and within stated budgets.
Formulate and propose recommended solutions/options to address moderately complex operational and initiative challenges in achieving pharmacy-related quality metric goals, with moderate guidance from the Department leadership team.
Conduct feasibility study, cost benefit analysis, and plan for new initiatives or activities consistent with the strategic goals and objectives of the department and organization.
Facilitate dialogue between both internal staff and external stakeholders regarding process and pharmacy strategy activities. Develop and implement process improvements within Health Services and other key departments within L.A. Care. This involves direct engagement and interaction with designated staff in the respective departments, including subject matter expert (SMEs), business owners, and all levels of management.
Monitor inter-connected programs/project work product, outcome and interplay to be able to make necessary enhancements or modifications as appropriate to ensure alignment with department objectives. Coordinate cross-program/project activities as necessary.

Provide analytical support through the maintenance and enhancement of existing databases as well as the development of new databases to meet operational and clinical initiative needs.
Lead and coordinate all activities of the cross functional product team through all phases of the development process of the project such as gathering and defining requirements, attending design sessions, creating process/data flow diagrams and documenting project efforts.
Prepare clear and concise written business requirement documents, diagram/matrix, user training materials, and other related documentations to advance initiatives forward in a timely manner to meet business needs.
