Your Specific Responsibilities:
This position spends the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors, in accordance with 110.205 Florida Statutes.
- Oversee day-to-day contract and grant management functions.
- Supervise and evaluate staff performance.
- Approve timesheets and make leave decisions.
- Maintain employee performance and accountability, identify staffing needs, and support professional development and training.
- Be familiar with and assist with the Weatherization Assistance Program (WAP) and the Low-Income Home Energy Assistance Program (LIHEAP) as needed.
- Ensure compliance with program guidelines and budget development for CSBG contracts.
- Develop the annual CSBG Model State Plan and implement federal program requirements, including assurance the monitoring activities are completed by the agency, as required by Section 678B of the CSBG Act (42 U.S.C. s9914), state 20.055(5) F.S., and federal 2 CFR 200 Subpart D, F Performance and Financial requirements.
- Conduct plan for implementation of program requirements. Components of the plan to include contracting funds to local entities, preparing Requests for Proposals (RFPs), servicing and monitoring contracts, and providing training and technical assistance to local service providers.
- Research and track federal funding and state budget issues. Track and review state and federal legislation for updates to CSBG plans and procedures. Prepare draft messages of relevant information to be disseminated to subrecipients.
- Develop plans, policies, and instruments for executing, managing, and monitoring contracts/grants, and associated payment requests.
- Assign staff to perform applicable duties related to monitoring, payment review and processing, procedures and monitoring.
- Review staff reports and make recommendations to Bureau Chief on any subrecipient status change due to noncompliance.
- Serve as liaison to federal grant sources and state subrecipients to assist in compliance and problem resolution.
- Design methodologies and implement data collection and reporting procedures for required reports.
- Provide technical assistance regarding program requirements to subrecipients and other interested parties.
- Attend meetings, conferences, and training as required.
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Working knowledge of relationships between departments of the state and other levels of government.
- Working knowledge of agency goals, objectives, programs and services.
- Working knowledge of modern management principles and practices of public and private business administration.
- Ability to develop and to maintain an effective working relationship with subrecipients, agency personnel, various community-based and other private and public organizations.
- Ability to exercise discretion and judgment in making professional decisions.
- Ability to work independently and demonstrate attention to detail.
- Ability to implement agency policies and procedures.
- Demonstrated ability to develop and conduct informal and formal training and technical assistance sessions to subrecipients.
- Ability to apply research principles and methods.
