Job Description Summary

GE Aerospace Research is the innovation engine for GE Aerospace, developing next-generation technologies that improve safety, efficiency, and performance. The Research Business Operations team designs and runs the business processes that enables our researchers and leaders to execute with discipline and speed. The Senior Government Operations Manager will lead and manage proposal efforts for government-funded Science & Technology (S&T), Research and Development (R&D) programs and support the technical teams in coordinating and managing execution of contractual obligations post award. This role is critical to ensuring on-time proposal delivery, improving execution quality, and driving increased customer satisfaction through effective coordination between technical teams and cross-functional stakeholders. The ideal candidate will have a strong project management background in a technical environment, experience in managing government proposals, and exceptional organizational skills to handle multiple competing priorities.

Job Description

Key Responsibilities

  • Collaborate with Business Development Managers, Project Technical Leadership and Platform Leaders to analyze Requests for Proposals (RFPs), grants, and funding opportunities, develop response strategies, organize resources, and manage submissions.

  • Edit and review proposal content to ensure clarity, accuracy, and persuasiveness, showcasing technical solutions and organizational capabilities.

  • Ensure proposals adhere to solicitation instructions, formatting requirements, and quality standards.

  • Establish and manage proposal schedules, prioritize tasks, and ensure ontime delivery of submissions.

  • After contract award, act as a liaison between technical teams and functions such as contracts, billing, subcontracts, and government property to ensure sound financial and deliverable tracking and ensure contract requirements are met.

  • Provide comprehensive financial and business operations oversight for new and existing contracts, ensuring sound cost/financial baselines, budget targets, and accurate financial forecasts.

  • Support the development of Estimate-at-Completion (EAC) plans and ensure timely submission of Contract Data Requirement List (CDRL) deliverables, such as Cost Performance Reports (CPR) and Contract Funding Status Reports.

  • Drive adherence to organizational processes and standards to ensure consistency and quality.

Qualifications

  • Bachelor's Degree and 10 years of experience related to project/program management, or operational experience

  • US Citizenship required

  • This role requires the successful candidate to maintain a US Government Security Clearance; prerequisite for a security clearance is U.S. Citizenship. Preference will be given to candidates who currently hold US Government Security Clearance

  • Experience with financial planning, risk assessments, and funding forecasts.

  • Strong communication and interpersonal skills to engage with internal and external stakeholders effectively.

  • Ability to manage multiple proposals simultaneously and prioritize competing tasks.

  • Demonstrated ability to work effectively with cross-functional teams, including technical, financial, and contractual stakeholders.

  • Ability to lead teams, drive strategy, and ensure alignment across functions.

Preferred Skills

  • Experience working with or in a Research and Development organization

  • Familiarity with government contracting processes and requirements.

  • Experience with Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation (DFAR)

  • Experience with Other Transactional (OT) Agreements.

  • Working knowledge of Oracle ERP system

  • Possess a current US Government Security Clearance

The base pay range for this position is 122,000 – 203,000 USD annually . The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan.
