AT&T has an opening for Senior SOC Analyst / SOC Manager supporting the United States House of Representatives.
Job Duties/Responsibilities:
- Performs day-to-day management of the contractor staff.
- Performs more detailed operations support alongside House staff.
- Coordinates incident response with security operations staff in coordination with House staff.
- Works with the House operations staff to perform event handling and incident response.
- Performs advanced analysis of tier 1 and tier 2 monitoring and alerting conclusions alongside senior House operations staff.
- Creates additional training and documentation for the SOC operations.
- Assists in the development and performance of operational metrics for SOC operations.
- Oversees the development and performance of quality control checks for SOC operations.
- Works with the House staff to address ad hoc taskings as they arise.
- Interacts with other stakeholders in the House community for troubleshooting / playbook development. This interaction could include other members of Cybersecurity, the networking team, systems administrators, technology support partners, etc.

Additional Clearance Requirements:
Ability to obtain and maintain at minimum a SECRET clearance, TS/SCI is preferred. (#topsecret)
Required Qualifications:
- This career step requires senior level experience.
- Responsible for all aspects of technical project and program management that are more network focused and not IT or Software Delivery related.
- Projects and programs are typically high value long term strategic projects that involve new and/or enhancing technology, are highly complex, and require tight coordination and integration with multiple organizations and suppliers.
- Provides overall direction and technical or analytical guidance to project and program teams that typically span multiple organizations and may also include outside suppliers/vendors.
- Recommends and acts to direct problem analysis resolution.
- Conducts end to end project management of multiple large projects and may also manage subcomponents of a large program.
- Leads cross functional teams to complete projects or program deliverables within allotted timeline and budget.
- Identifies key internal/external stakeholders necessary for project completion and develops overall strategy for executive of high value projects.
- Defines project scope and objectives, guides activities of a project/program team including delegating tasks to team members, identifies resources, and establishes master timeline for deliverables.
- Projects/programs are very complex in nature, rarely follow a repeatable framework, typically span multiple business units or are company-wide, and require a high level of analysis to create project/program plans for new concept projects/programs.
- Work with external vendors and internal stakeholders to champion project(s) across the entire organization.
- Develops detailed work plans, schedules, estimates, resource plans, and status reports.
- Conducts project/program meetings and is responsible for project/program tracking and analysis.
- Ensure adherences to quality standards and reviews project/program deliverables.
- Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of major problems.
- Communicates with clients / vendors / government leadership.
Desired Qualifications:
- Previous experience as a Security Operations Center (SOC) manager.
- An incident response credential such as but not limited to GIAC Certified Incident Handler Certification (GCIH), Cisco Certified CyberOps Associate, EC-Council Certified Incident Handler (ECIH), or CompTIA Cybersecurity Analyst (CySA+).
- PMI PMP Certification.
- Ten (10) or more years’ experience to include experience leading teams.
- Bachelor of Science or Bachelor of Administration degree or equivalent experience.
