Job Overview
The Illinois Environmental Protection Agency (Illinois EPA), Bureau of Water is seeking a highly qualified individual to serve as the Pre-Construction Unit Manager of the Infrastructure Financial Assistance Section (IFAS). The successful candidate will possess strong leadership and communication skills and be willing to utilize innovative ways to guide staff within the Section to meet the present and future demands of the infrastructure funding programs. They will lead the Pre-Construction Unit; the successful candidate for this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water at various levels, explaining policies to state, federal, and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies, standards, and procedural guidelines for IFAS operations. Essential Functions
- Serves as a full-line supervisor, directs managers overseeing the Pre-Construction Unit for the Bureau of Water, in the Infrastructure Financial Assistance Section (IFAS);
- Reviews and processes complex, difficult, and technical administrative documents required in the SRF loan programs and state and federal grant programs.
- Performs special project assignments on behalf of the Section Manager, requiring advance knowledge of various aspects involved with administration of the State Revolving Fund (SRF) programs and an in-depth knowledge of programs and procedures of the IL EPA.
