Position Overview
Arlo is in search of a Junior Data Analyst to support the Office of the Under Secretary for Defense (Intelligence & Security) (OUSD(I&S)) Human Capital Management Office (HCMO).

Job Responsibilities and/or Success Factors
- Conduct data analyses and predictive modeling of DCIPS human capital program performance.
- Conduct annual analysis of performance management results scores, by component, to determine ratings distributions by component, occupation, work-level and Government Grade (where applicable), and demographic group using EEOC reporting categories. Analysis shall be conducted both by adjective rating level and score rating level to identify trends, areas of potential adverse impact and, where appropriate, proposing follow-on root-cause analysis within the Defense components with DCIPS employees.
- Conduct annual analysis of performance-based payouts of base pay and bonuses. Base pay analyses shall include payment of performance-based pay increases including Pay- for-Performance base pay increases and other increases such as DCIPS Step Increases (DQI) and DCIPS Sustained Quality Increases (SQI) that may occur in other Defense components with DCIPS employees.
- Conduct analyses of the use and payment of other compensation elements, including overtime payments, deployment incentives, recruitment incentives, retention incentives, relocation incentives, language pay and incentives, and other allowances and differentials, that will be used to assess compliance with Departmental policy, consistency in the application of policy, and effectiveness in achieving goals and objectives of the Department. This will occur on annual basis or when needed.
- Continue development work on a predictive payroll model to forecast future impact of workforce dynamics such as attrition, hiring patterns, promotion rates on future payroll costs and workforce distributions. This will occur on a quarterly basis.
- Conduct a comparative analysis on prior year data as part of the current-year analysis. The analysis includes the requirement to receive the data extracts from each of the Combat Support Agencies, and to work with the Department’s DCPDS administrators to produce the required extracts for transfer into database.
- Data-mining in databases such as CMIS, DCPDS, ADVANA and other similar tools.
- Visualize analysis discovered from data-mining.
Education and Minimum Qualifications
- Must have an active TS/SCI Security Clearance.
- Bachelor’s Degree from a nationally accredited college or university.
- One (1) to three (3) years of experience in database and business intelligence reporting tools.
- One (1) to three (3) years of subject matter expertise experience working with intelligence information systems or architecture supporting the combatant commands, services, or the Intelligence Community.
- One (1) to Three (3) years experience data-mining in databases such as CMIS, DCPDS, ADVANA and other similar tool; visualizing analysis discovered from data-mining.
- Proficient with the use of SAS statistical software packages.
- Experience in basic statistics with demonstrated experience in inferential statistics.
- Experience with visualizing data in databases.
- Experience with visualization tools such as Tableau, Qlik.
- Experience with coding, programing and scripting languages in SQL, Java, python, R.
- Experience with Microsoft Excel: pivot tables, graphs, charts and formulas.
Preferred Qualifications
- Program Management experience in a DoD environment is preferred and OUSD (I&S) experience is highly preferred.
