Summary

Expected Starting Hourly Range: $19.51 - $31.95

These are technical and professional positions which perform work engaged in Planning and Zoning related functions for programs and/or projects within the Department. Responsibilities may include, but are not limited to, technical, planning and/or zoning assignments regarding Comprehensive Plan, Rezones, Developments of Regional Impact, Neighborhood Planning, and regulating the requirements in the Land Development Code. Specific functions are listed below and represent normal progression from Planning & Zoning Technician I to Senior Planning and Zoning Technician.

Progression to a higher level is dependent upon several criterion. Factors include, but are not limited to, competencies, skills, experience, education, and certifications which may apply to State or local requirements as well as budgetary constraints. Progression to each level requires achievement of specific criteria and documentation by Development Services Division Manager/County Zoning Official.

Note: Position level and salary will be dependent on qualifications (DOQ).

Area of Assignment: Environmental Technician:
Work with a team of environmental planners to assist with inquiries from applicants and the public related to environmental issues including tree removal and replacement, wetlands, waterfront structures (i.e. docks, boat lifts, seawalls), erosion and sediment control measures, and habitat protection.

Conduct site visits to evaluate silt fence installations, wetland buffer restoration, invasive plant removal and tree removal/replacement in compliance with approved site plans, the Comprehensive Plan, and the Land Development Code.

Prepare field inspection reports and perform thorough record keeping of all site visits and inspections, enter all inspection reports into the Accela system, and communicate results of inspections to applicants.

Conduct inspections of development sites for the staking and installation of erosion and sediment control devices and general site compliance.

Respond to citizen complaints regarding wetland protection, required landscaping, tree removal/replacement and other areas of environmental planning responsibilities.

Review Tree Removal Permit applications in accordance with Land Development Code and perform tree replacement inspections in accordance with approved Tree Removal Permits.

Review dock and other waterfront structure building permits for compliance with local and state regulations.

Prepare inspection reports detailing site visit findings for documentation of completion and compliance.

Working Conditions:
Indoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.

All Levels:

Monitors Section Email inquiries from General Public and Professional Developers and responds or distributes for responses.

Answers front counter phones and routes to the appropriate person. 

Performs research utilizing departmental resources.

Processes fee receipts and intake of land development applications.

Prepares site plan files for routing and distribution.

Conduct inspections of development site for installation of erosion and sediment control devices and general project compliance.

Respond to citizen complaints.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.

Technician Level II:

Responds to General Public and Development Professionals inquiries at front counter.

Researches and prepares written zoning verifications for signature by Senior Technician.
