KEY RESPONSIBILITIES OF THE MANAGER, STATE REGULATORY POLICY
In this role, Manager, State Regulatory Policy will be responsible to provide research and analytical support to EEI’s state regulatory policy team across a range of areas, including but not limited to: preparing EEI reports, analyzing state regulatory dockets and policy developments, tracking rate reviews and other regulatory proceedings, and addressing additional topics as needed. The role involves leveraging internal resources and collaborating with external partners to gather, synthesize, and deliver valuable insights to EEI member companies. The position may also involve public speaking and representing EEI’s positions to diverse audiences.
Other important responsibilities of the Manager, State Regulatory Policy, include:
- Review and analyze state regulatory filings and legislation.
- Provide support as needed to state engagement team through media monitoring, special research projects, and preparation for meeting or events.
- Support planning and coordination for select regulatory initiatives as needed.

Provide support for EEI’s state regulatory initiatives, including both in-person and virtual engagements.

Manage member communications (such as monthly newsletters and surveys), updating website content, maintain contact lists, and coordinate with regulatory affairs members.

Plan and promote EEI’s presence at key conferences and events, including the Executive Advisory Committee and Rates and Regulatory Affairs Committee meetings.

Collaborate across departments to develop policy materials—such as talking points, presentations, and position papers—and contribute to programming for NARUC and its regional associations by drafting panel abstracts and preparing related materials.

Support EEI’s partnerships with NARUC, its Professional Development Training Program, state universities, and other organizations to foster information sharing and educational opportunities across the regulatory community.

Manage the tracking of state regulatory proceedings and develop timely, relevant materials for EEI staff and members that highlight regulatory trends and align with member priorities.

Support management in drafting policy papers, talking points, and other strategic documents.

Collaborate with internal teams and EEI consultants to conduct targeted research that informs regulatory filings and strategic decisions.

Maintain and update research trackers on key issues such as large load interconnections, IIJA/IRA implementation, and ROE developments.

Lead the production of key communications, including the weekly and quarterly SRA Newsletters, the annual SRA summary, and other research publications as needed.

Regularly maintain the department’s resource library to support both internal staff and member companies.
REQUIRED QUALIFICATIONS:
Bachelor’s degree required; advanced degree preferred (Masters, MBA, JD, etc.).
- At minimum, five or more years of state regulatory or utility industry experience.
- Excellent written and verbal communication skills are essential.
- Candidates should have strong proficiency in Microsoft Excel and a working knowledge of database management, ideally with experience in Access or similar applications.
- Strong internet research abilities, outstanding organizational skills, and attention to detail are required
