Position Overview The Virginia Department of Motor Vehicles seeks a dynamic and visionary leader to serve as Deputy Commissioner of People and Communications. This executive-level position is a member of the agency's Executive Team and reports directly to the Commissioner. The successful candidate will provide strategic and operational leadership for the agency's people and organizational development functions, overseeing Human Resources, Communications, Organizational Development, Organizational Effectiveness, and Creative Services divisions. Key Responsibilities Executive Leadership & Strategic Management- Lead comprehensive strategic planning and operational management for the People and Communications Administration
- Oversee complex functions including human resources, talent and organizational development, customer and employee communications, and media relations
- Develop innovative solutions, policies, and processes that improve operational efficiency and organizational effectiveness
- Provide executive-level consultation to the Commissioner and senior leadership on organizational change initiatives
- Guide and coach senior leaders to achieve business goals through clear objectives and development opportunities
- Develop performance and development plans aligned with organizational objectives
- Conduct regular one-on-one meetings and formal performance evaluations
- Provide coaching, feedback, and career development guidance
- Recognize and reward achievements to motivate and retain talent
- Resolve team conflicts and performance issues promptly and fairly
- Serve as primary liaison with the Governor's office, State Secretary, Attorney General's office, and other key stakeholders
- Monitor proposed and enacted legislation for potential impacts on agency operations
- Participate in executive management meetings with government officials and General Assembly members
- Ensure DMV policies reflect current industry standards and best practices
- Oversee development and management of departmental budgets and financial matters
- Develop and implement administrative policies aligned with agency objectives and state regulations
- Ensure consistent policy implementation across organizational units
- Maintain effective relationships with diverse constituency groups
- Resolve complex management issues with far-reaching implications
- Represent the agency in various forums while maintaining organizational credibility
- Foster collaboration with other agencies to achieve program goals

Minimum Qualifications
- Executive-level leadership experience with responsibility for multiple organizational units
- Extensive management experience in government, public administration, or equivalent private sector roles
