Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an Accounts Receivable Supervisor in our Central Office’s Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will ensure the accurate and timely collection of all monies due to VDOT. Ensure reporting of VDOTs accounts receivable (AR) in accordance with generally accepted accounting principles (GAAP), Commonwealth’s accounting policies and procedures (CAPP), Department of Accounts (DOA) directives, and VDOTs policies and procedures.

Additional duties will include, but are not limited to:

Team Leader: Supervise staff in proper accounting of Accounts Receivable activities. Ensure staff invoice for the proper amount and use the correct coding. Ensure staff properly apply cash to an account. Review aging of accounts receivable reports and follow up with customers and issue demand letters. Provide guidance and support to staff when issues or concerns arise. Work with third party collection agencies to maximize collections. Lead and work as a team to find solutions to problems. Set an example for staff: Hold meetings, provide input, submit solutions to problems, seek advice, and build relationships.

Reporting and Communication: Ensure AR balances are reflected correctly in the financial system. Complete periodic reconciliations to include reclassification journals are submitted timely. Ensure AR are setup properly and accurately, collection procedures are followed where necessary.

Liaison: Serve as liaison to district and division offices for policies and procedures.

Systems Maintenance: Develop, implement and assist in maintaining Cardinal, VDOT’s General Ledger.

Administrative Duties: Plan, implement and coordinate special projects, as needed. Provide updates and training in administrative policies and procedures. Interpret laws, policies, and regulations for administrative areas and develop procedures.

Staff Development and Training: Provide technical assistance and training to staff.

Accounts Receivable Documentation and Internal Controls: Be able to interpret policies, procedures, agreements, and directives issued internally or externally (e.g., Department of Accounts, Taxation, localities, State agencies) pertaining to project accounting or Accounts Receivable.

Documentation, Internal Controls, and Agency Risk Management and Internal Control Standards (ARMICS): Respond courteously and timely to all management and audit requests for information. Review and update Agency Risk Management and Internal Control Standards documentation timely and accurately. Ensure proper file documentation and record retention standards are consistently implemented across the team for ease of retrieval.

Supervise AR Activities: Supervises applicable fiscal activities pertaining to the agency’s billings, accounts receivable, collection, and project accounting operations. Completes the reconciliations of the accounts receivable module to the general ledger. Ensure that financial activities are in accordance with GAAP, CAPP, DOA, ARMICS Internal Controls, and VDOTs policies and procedures. Complete quarterly AR report, and assist with research activities regarding outstanding AR, and assist with end of year schedules for the Annual Comprehensive Financial Report (ACFR). Address customers inquiries in a courteous manner to include external and internal customers. Provide guidance and direction to internal and external staff to ensure the field and Division counterparts are effectively supported and agency goals are achieved.
