About the role

Establish and implement policies, procedures and processes for statewide payroll operations and reconciliation processes, identify issues and propose and develop solutions. Prepare various liability and other schedules to support VDOT's year end financial statements and other reports. Ensure compliance with GAAP, GASB, Comptroller directives and other applicable federal, state, and VDOT regulations and guidelines.

How you will contribute:
  • Payroll Operations: Manage Central Office payroll and reconciliation operations. Provide guidance and oversight to District Payroll managers and staff to ensure accuracy and timeliness of payroll disbursements for district. Comply with legal and policy requirements governing payroll.
  • Processes: Review performance measures and analyze and interpret variances. Identify recurring payroll processing and reconciliation issues. Review and implement processes to ensure policies and procedures are in compliance.
  • Systems: Identify recurring payroll and time entry issues in related financial systems and assist in their resolution. Evaluate existing policies and procedures proposing solutions. Provide assistance to customers with special data or report requests. May assist in system development and maintenance of training materials.
  • Technical Guidance: Provide guidance to district personnel with payroll, reconciliations, leave and time entry inquiries.
  • Training: Develop and maintain training materials for VDOT payroll and reconciliation procedures. Provide training to Central Office and District Staff. Conduct statewide payroll meetings.

  • Ability to develop professional accounting staff in payroll and reconciliation.
  • Ability to maintain confidentiality of personal and sensitive information.
  • Ability to review, develop, and implement payroll and financial data processes and procedures in accordance to compliance laws and regulations.
  • Ability to supervise others direct and remotely.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of payroll processes and federal, state and agency regulations that govern them.
  • Skill in the use of computers and software applications to include automated payroll and accounting systems.

  • Minimum Qualifications:
  • Ability to develop professional accounting staff in payroll and reconciliation.
  • Ability to maintain confidentiality of personal and sensitive information.
  • Ability to review, develop, and implement payroll and financial data processes and procedures in accordance to compliance laws and regulations.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of payroll processes, federal, state and agency regulations that govern them.
  • Skill in the use of computers, software applications to include automated payroll and accounting systems.
  • Supervisory experience over accounting functions.

  • Additional Considerations:
  • A combination of training, experience, or education in Accounting or related field desired.
  • CPA or CPP certificate desired.
  • Cardinal experience desired.
  • Previous experience supervising payroll staff.
  • Public sector accounting experience using automated payroll and accounting systems desired.
