Manager External Affairs, Financial Opportunity

Manage key deliverables related to building and maintaining federal, state, local and partnerships and developing engagement opportunities in the financial opportunity space to drive positive policy outcomes for Navy Federal and its members. Support planning, management and, and execution of projects from inception through implementation. Coordinate closely across the Enterprise on government relations, partnerships, and communications opportunities to optimize visibility for Navy Federal and maximum engagement with underserved communities. Collaborate within OFO and enterprise-wide teams to effectively communicate (internally and externally) narratives on Navy Federal’s impact on the underserved. Work independently with limited guidance on complex projects/assignments. Direct report to VP for External Affairs, Financial Opportunity.
- Assist in the development of public policy proposals and positions for both internal and external stakeholders in support of the organization’s mission and objectives
- Assist in the implementation of advocacy strategies to support, advance, and highlight Navy Federal financial opportunity efforts and goals
- In coordination with the VP of External Affairs, serve as a Navy Federal representative with external groups, industry trade organizations, government agencies, and other third parties, to represent the organization’s interests on public policy and financial opportunity issues, as needed
- Prepare and provide oral and written briefs and summaries for Navy Federal executives
- Support the preparation position papers, correspondence and outreach to government agencies, Congress, nonprofit organizations, and industry trade associations, and other preparation documents by coordinating key inputs across the Enterprise and driving to completion
- Monitor, research, and summarize public policy issues including federal and state laws, regulations, staff commentaries, court decisions, legal opinions, trade association guidance, and other resources
- In coordination with communications and public affairs teams across the Enterprise, support preparation and coordination of materials to highlight Navy Federal's financial opportunity work for diverse external audiences for internal and external channels (e.g. media, internal websites and blogs, print, radio, and TV)
- In coordination with relevant Business Units, support the execution and track progress of and financial opportunity partnership agreements and deliverables
- Develop and implement measurement and tracking methods to holistically assess progress of financial opportunity external affairs efforts
- Perform other duties as assigned
- Bachelor’s degree in political science, communications, business administration, finance or related field or the equivalent combination of training, education, and experience
- Working knowledge of applicable federal and state, laws, rules, and regulations that impact Navy Federal
- Working knowledge of banking, credit union and financial industry trends, products, and services
- Significant experience managing multiple priorities independently and/or in a team environment to achieve goals
- Significant experience in working with all levels of staff, management, stakeholders, vendors
- Advanced skill in project management to include managing timeline, deadlines, and resources and ensuring successful project implementation
- Advanced verbal, written, and presentation communication skills including proven ability to effectively synthesize and communicate complex topics to audiences with varying levels of knowledge and experience
- Significant experience supporting partnerships with organizations or third parties to achieve collaborative results in the areas of homeownership, access to credit, or financial literacy or related areas
- Working knowledge of Navy Federal’s policies, procedures, products, and services
- Familiarity with the US Armed Forces and an understanding of the unique financial issues faced by servicemembers and their families
Desired Qualifications
- Working relationships with members of federal, state, and local elected officials, and trade associations and nonprofits that engage officials aligned with increasing access to financial opportunity for underserved communities
- Experience serving as a staff for a Member of Congress, Congressional Committee, senior Executive Branch leader, or financial institution or related industry trade group
Hours: Monday - Friday, 8:00AM - 4:30PM
