The Assistant Site Manager (ASM) ensures the efficient management and use of personnel, equipment, and resources to fully support the operations and maintenance requirements of the Performance Work Statement (PWS). The ASM will assume the responsibilities of the Site Manager (SM) in their absence; in this event, the ASM will have no collateral duties. The ASM will have significant specialized commercial or military experience in fuel distribution operations on a Naval Air Station, performing supervising tasks equivalent to at least a Naval Fuels Management Supervisor E-6 or above. This experience includes receiving, storing, issuing, and shipping petroleum products via tank truck and pipeline as appropriate to the Naval Station installation’s mode of receipt capability. The ASM may have collateral duties such as Fuel Distribution System Operator (FDSO), Driver/System Operator (DSO) and may not act as the Dispatcher.
Responsibilities
- Interface with the operational activities at various site locations to maintain excellent communication regarding operational capabilities, safety and environmental compliance, budgetary controls, and other tasks to ensure contractual requirements are met.
- Provide leadership, instruction, and guidance for all operational and maintenance requirements.
- Review and analyze reports and records to ascertain data required for operational planning.
- Revise and implement all Detailed Plans as necessary, ensuring all expectations are met.
- Monitor and assess all fuel system requirements and ensure personnel and equipment are available as needed.
- Maintain effective relationships with stakeholders and customers.
- Perform necessary investigations to identify causes and recommend safety and preventive measures.
- Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Collaborate with the recruitment department to perform interviews, hiring, onboarding, training, and performance reviews.
- Ability to resolve conflicts and diffuse personnel-related issues and concerns.
- Periodically assist in bidding on new business opportunities, including technical, operational, and pricing inputs.

Qualifications
Work Experience
- The ASM must have a minimum of two years of experience. One year of supervisory experience must be gained within five years prior to the proposed hiring date. That experience must be specialized supervisory experience in bulk storage and mobile fuel servicing with an emphasis on operations, equipment maintenance, and environmental compliance.
- Hands-on experience in fuel aviation and ground bulk storage, distribution facilities, mobile servicing equipment, direct servicing equipment, quality surveillance of products, inventory, accounting, and administration.
- Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and comprehend basic blueprints and system specifications.
- Must be detail-oriented with a strong sense of motivation and drive to perform at a high level of expertise.
- Must be experienced and have a working knowledge of NAVAIR 00-807-109 Aircraft Refueling NATOPS Manual.
