Reporting into the Senior Manager for Origination, the Senior Regulatory Affairs Specialist’s primary responsibilities are to support Repsol’s natural gas trading/origination teams through communication of regulatory changes affecting natural gas and electricity markets and the external advocacy for the protection and betterment of Repsol’s commercial interests.  You will work closely with the trading/origination teams, internal and external legal departments, compliance officers, and state and federal regulatory agencies to develop and implement strategies to mitigate regulatory risks. You will also monitor changes in regulations and assess their impact on trading/origination operations.

Key Responsibilities:

  • Monitor and participate in proceedings before state and federal regulatory agencies and other regulatory or government agencies that affect natural gas activities.

  • Monitor and analyze wholesale electricity market design changes and provide input on suggested improvements.

  • Participate in pipeline rate proceedings before state and federal agencies.  Provide analysis, suggest strategies, and manage outside counsel.  Provide expert testimony if necessary.

  • Monitor changes in pipeline rates and tariff provisions and communicate their impact to the appropriate commercial teams.

  • Stay informed about changes in trading regulations and assess their impact on the firm's operations. Advise management on necessary adjustments to maintain compliance.

  • Build and maintain effective relationships with regulatory agencies, industry groups, and other external stakeholders.

  • Provide regulatory support to commercial origination strategies.

Qualifications and Skills:

  • Bachelor's degree in finance, business administration, law, or a related field. Advanced degree (e.g., JD, MBA) may be preferred.

  • 6 plus of experience in trading compliance and natural gas regulatory affairs.

  • Demonstrated understanding of trading regulations and market practices, including SEC, FINRA, and CFTC rules.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Effective communication skills, with the ability to convey complex regulatory concepts to diverse audiences.

  • Detail-oriented with a high level of accuracy in documentation and record keeping.

  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.

  • Professional certifications such as Certified Regulatory Compliance Manager (CRCM) or Certified Securities Compliance Professional (CSCP) may be beneficial.
