Position Overview

The Bureau of Water is seeking a qualified individual to serve as the Public Water Supplies Permit Section Manager, Bureau of Water located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the Permit Section and its staff consisting of approximately 3 individuals to meet the present and future demands on the permit section.  As a leader for the Section, the individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water/Public Water Supply at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders.  This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for Public Water Supply permit operations.

Essential Functions

30% 1. Serves as the Section Manager of the statewide Bureau of Water, Public Water Supplies Permit Program:
• Plans, organizes, controls, manages, directs and commits resources to assure compliance with State and federal statutes/regulations for approximately 1,750 community water supplies.
• Develops program policies, procedures and controls.
• Sets priorities and evaluates progress of the program objectives.
• Evaluates program effectiveness and implements changes to cover new State and federal programs and revisions to regulations to assure the protection of drinking water to consumers in Illinois.
• Participates in the interpretation and evaluation of complex engineering and design processes.
• Serves as the primary signatory for all approved/denied State of Illinois Community Water Supply Construction and Operating permits
• Oversees the statewide review and approval/denial of community water supply construction and operating permit applications, federally Mandated Optimal Corrosion Control Treatment.
• Reviews and provides technical support for the Compliance Assurance, Field Operations and Infrastructure/ Financial Assistance Programs.
25% 2. Provides interface between other divisions and state agencies on programs, policies and regulatory development. In conjunction with the DPWS Manager;
• Develops grant proposal/fee proposals for administration of the drinking water program budget.
