System Operations Planner - Outage Coordinator

Summary

The System Operations Planner is responsible for researching, planning, coordinating and scheduling of outages and additions to the APS Transmission and Sub-transmission system.

Minimum Requirements

- High school diploma/ GED
- Plus five (5) years of relevant experience in one or more of these key areas:
          - Balancing Authority principals, path allocations, and transmission scheduling
          - Relaying and communication principals
          - Field maintenance and/or construction practices
          - Substation equipment
          - Distribution Operations and/or Planning
          - Transmission Operations and/or Planning

- Experience and knowledge in the operation of transmission systems, substation equipment, relaying and/or operating procedures.
- Knowledge of electrical theory for interconnected electric system operation.
- Demonstrated customer service skills.
- Demonstrated ability to work autonomously.
- Ability to handle multiple complex assignments simultaneously and make timely decisions under stressful conditions.
- Must be able to complete and pass all Operations Planning JPEs and oral boards in a timely manner.
- Must be able to hold and maintain a North American Electric Reliability Corporation (NERC) Reliability Coordination certification and understand NERC standards.
- Must be capable of using computer applications to manage work (Microsoft suite, outage management applications, etc.).

Major Accountabilities

1) Provide operational liaison and field leadership between the Energy Control Center (ECC) and Engineering, Construction, Maintenance, Power Plants, Division Operations, Peak Reliability Coordinators and interconnected utilities for both planned and emergency work to ensure jobs are properly coordinated between customers, departments, impacted Transmission Operations Planners (TOP), Balancing Authorities (BA) and the Peak RC.

2) Evaluate and approve work requests for planned maintenance and construction on all APS transmission and sub-transmission lines and equipment. Maintain effective communication with responsible personnel to ensure that all work is completed in a timely manner

3) Represent Transmission Operations in construction and maintenance stakeholder meetings and ensure operations standards are met.

4) Research and develop switching procedures necessary to perform required maintenance, place new facilities in service, or to implement emergency requirements and, when necessary, execute these procedures in the field. Develop plans, establish priorities and organize the sequence of planned or emergency work so that the APS transmission and sub-transmission systems are configured in such a manner to minimize exposure and maximize integrity during planned or emergency outages.

5) Review proposed additions or modifications to electrical facilities and submit recommendations to engineering and planning departments. Participate in discussions and provide input into Operational Studies and project budget preparation concerning sequence of new construction or maintenance, engineering standards and plans for generation, transmission, and sub-transmission.

6) Ensure outages and power flow model changes are communicated per NERC and Energy Imbalance Market (EIM) requirements.
