The Opportunity 

The Project Management (PM) Sub Capability Lead reports to the PM Capability Leader within the Chief Solutions Organization (CSO) and leads a team of project managers accountable for projects that deliver innovative solutions, offerings and assets to a diverse set of clients supporting our domestic business. The PM Sub Capability Lead is responsible for building and maintaining a high performing team of project managers of all levels to drive high client satisfaction and successful business performance across a varied portfolio of projects in a matrixed environment.  This includes hiring and managing PM staff, working with capture and proposal teams to assign an appropriate PM for each project, managing the professional development and growth of team members, meeting utilization targets, and collaborating with market teams to identify and mitigate risks. The PM Sub Capability Lead is responsible for working with the PM Capability Leader to establish and maintain a “right-sized” organization to support project backlog and opportunities, including people managers at an appropriate level to support sub capability staff.  In addition, the PM Sub Capability Lead is expected to be a highly skilled Project Manager and will be responsible for managing large projects as assigned. 

Core Responsibilities  

Workforce Management and Talent Planning 

• Manage a team of project managers of all levels to drive high client satisfaction and successful business performance across a varied portfolio of projects in a matrixed environment.  For bids, work with the Client Account Lead, capture leads, proposal managers, and the other capabilities within the CSO to determine the best project manager for a particular project. 
• Prepare budget and labor forecasts in support of Long Range Planning (LRP) and regular forecasting cycles, and manage the team’s Project Work Utilization (PWU) and indirect/admin budget to meet annual targets and associated revenue goals. 
• Provide/manage team professional development opportunities, including increasing project management certifications to meet client demands.  
• Work with the team to ensure that resumes are updated with the latest skillsets and project experiences and the Labor Forecasting Tool (LFT) is updated as required to support resource planning. 
• In support of hiring, work with the Client Account Lead and the other CSO capabilities to understand the needs for future hires, create requisitions, and work with HR and recruiting to find the needed talent, following best practices for addressing Equity, Diversity, and Inclusion. 

PM Oversight, Governance & Training

• Set and monitor performance expectations for the entire team. 
• Drive all projects managed by team members to fulfill the scope of work and deliver on time and on budget without sacrificing quality.  
• Collect feedback from the Client Account Leads and Program Managers to ensure PMs are providing effective day to day project management of projects per the contract/proposal terms.  This includes managing overarching contractual terms and deliverables (such as small business plan and quality assurance plan for the vehicle) and monitoring elements such as bill rates for T&M type contracts to maximize profitability.  
• Support PMs in identifying, documenting, communicating and mitigating project risks, as well as establishing the Performance Management Baseline (PMB) to facilitate proper project control. 
• Ensure that all PMs are well verse
