PURPOSE OF CONSULTANCY

Summary of Responsibilities
Overall, the Program Project Officer Consultant will provide time-bound and product-based programmatic and financial support to ensure the effective implementation, monitoring, and reporting of grants and projects managed by the Unit. The consultant will ensure timely delivery within scope, budget, and quality standards, as well as contribute to improving the effectiveness of project delivery by developing technical inputs, templates, and reports

DESCRIPTION OF DUTIES:

Deliverables/Expected Products

Financial Analysis Reports

  • Prepare and submit weekly and monthly reports analyzing grant expenditures and tracking budget performance against planned allocations.

Grant Implementation and document preparation

  • Develop documents and timelines to support the implementation and reporting of grants, ensuring alignment with donor and organizational requirements.

Performance Measurement Assessment (PMA) Contributions

  • Support the compilation of inputs from EG for PMA processes and draft summary reports to contribute to entity and OCM, OPT and P/S reports.

Briefing notes, technical presentations, and donor-related materials.

  • Support the development of briefing notes, technical presentations, and donor-facing materials to support advocacy, reporting, and stakeholder engagement.

Coordination meetings support

  • Record and distribute meeting minutes and maintain follow-up trackers to ensure accountability and progress on action items from Unit and thematic areas coordination meetings.

Workplan Tracking Tools

  • Regularly update and refine tracking tools for the Unit’s Biennial Work Plan (BWP) and Bi-annual Work Plan (Plan de Trabajo Semestral - PTS) activities to help monitor progress and deadlines.

Final Report: Summary and Recommendations

  • Compile a comprehensive final report summarizing support provided throughout the period, including actionable recommendations for enhancing coordination and operational efficiency.

  • Map the unit’s funding structure and ensure financial planning for all staff posts, including tracking funding sources, reporting deadlines, and expiration dates.

  • Update Workplan Tracking Tool with the advances of the unit.

Product 2: 10 January 2026 - $9,731

  • Financial Analysis Reports
  • List of Briefing notes, technical presentations, and donor-related materials.
  • Minutes from unit’s meetings.
  • Update Workplan Tracking Tool with the advances of the unit
  • Written inputs for  Biennial Work Plan (BWP) and Bi-annual Work Plan 2026

Product 3: 20 February 2026 - $7,364

Report including the following details:

  • Financial Analysis Reports
  • Inputs to support to ensure full implementation of funds
  • Grant Implementation and donor report draft document preparation for grants reporting in early 2026
